Minutes 27 of the Local Architectural Conservation Advisory Committee meeting of 18 February 2003 were confirmed.

Stapledon - A Lost Community in Goulbourn
Exposé : Stapledon – une
collectivité « perdue » dans le quartier Goulbourn
Member J. Curry provided his first presentation on a lost community. He provided a map locating the former Community of Stapledon, which was established around 1818 predating the construction of the Rideau Canal and founding of Bytown. He described existing and former structures in Stapledon including the Blacksmith Shop, Rielly Home, Bleeks Home, Sawmill, Conley Home, Orange Lodge, Garvin Home, Gordon Home and Barn, Presbyterian Church, Jock School and Cassidy Home. He reviewed historical facts and events, notably an overnight visit of the Duke of Richmond. A written report prepared by Member Curry is held on file with the Advisory Committee Coordinator.
Member Curry discussed the importance of researching lost communities and the relevance of that research to the advisory committee’s mandate. This research assists in identifying existing heritage structures for possible designation and contributes to the overall awareness of heritage and architectural conservation. He noted that the LACAC of former Goulbourn erected an interpretive plaque to mark the lost community of Mansfield. Mr. Curry suggested plaques could be erected at other locations. Member R. Bellamy suggested collaboration with local historical societies in order to complete research regarding various lost communities. Member A. Keith congratulated and thanked Mr. Curry for his work.
In response to questions from members, Stuart Lazear, Coordinator Heritage Services noted funds for the research, planning, design, production, installation and maintenance of plaques could be identified in future LACAC workplans and budgets and staged over a number of years. Member L. McGovern requested that a copy of the written report prepared by Member Curry be forwarded to the City of Ottawa Archives.

2. Update: Visit to
Domtar Site at Victoria Island

Heritage Services provided a brief update on this matter. Domtar will be meeting with officials from
the National Capital Commission shortly.
Several meetings have already taken place between Domtar and the City of
Ottawa. A presentation to LACAC by
Domtar is expected this spring and will require simultaneous translation. Mr. Lazear and members commented on the
tour.

SUB-COMMITTEES

Awareness and Outreach
Member L. McGovern oversaw the distribution of the bookmarks. Members volunteered to drop off limited quantities to 33 libraries and 15 bookstores. Discussion occurred on the Urban Forum Lecture sponsored by LACAC that took place on Wednesday, 26 February 2003. Member G. Shemdin provided suggestions on panel composition. Stuart Lazear, Coordinator Heritage Services commented that the event was a success and it also promoted LACAC.
Barns
Member A. Keith reported that Carol
Ruddy, Heritage Planner prepared a pamphlet for distribution at agricultural
fairs and other events in order to attract interest in the sub-committee’s work. A spring campaign is planned in order to
undertake an inventory of barns in the rural areas of Ottawa. Member S. Ricketts suggested the
sub-committee should look into small log building complexes, which she
suggested might be a local specialty.
City of Ottawa Local Architectural
Conservation Awards
Stuart Lazear, Coordinator Heritage
Services circulated photographs of the award ceremony. He noted that the winners are showcased on
the City’s website and an announcement would be appearing in The Ottawa
Citizen shortly.
Development Applications
Vice Chair W. Morris said he
reviewed a Committee of Adjustment application for 66 Waverley Street to
legalize an “as built” situation.
Discussion occurred regarding on how to comment on such proposals.
Member A. Keith noted that he has reviewed a site plan control application for 486 Hazeldean Road. The site includes the Grierson House, designated under Part IV of the Ontario Heritage Act. The following comments were forwarded to Kathy Rygus, Planner:
“The Grierson house heritage building should be treated well in the
new development and not obscured by new structures. On the basis of the
site plan, it is not possible to comment on the manner in which the proposed
addition to the house and its new setting will affect its heritage
character. LACAC reserves its comments for its review of the drawings
that will accompany the application to alter under the Heritage Act."
Official Plan, Arts & Heritage Master Plan
Chair G. Obagi noted that the final draft of the Heritage Plan will be released on the City website on Thursday, 27 March 2003. The plan will be considered at a Joint Meeting of the Health, Recreation and Social Services Committee and the Emergency and Protective Services Committee on Thursday, 3 April 2003. The Chair suggested that the sub-committee would review the final draft in order to assess if comments submitted by this advisory committee were incorporated.
“Ottawa: A Guide to Heritage Structures”
Member R. Bellamy stated she is undertaking a review of the inventory and sales of the book in order to determine the necessity of a second printing or proceeding with a second edition. She is also completing a short brochure to distribute to area bookstores that might be interested in carrying the publication. Ms. Bellamy undertook to present a written report in the near future.

HERITAGE ADVISORY COMMITTEE\
COMITÉ consultatif sur le patrimoine
Colin Varley, Vice Chair, Heritage
Advisory Committee requested that LACAC select a liaison to his committee. He invited further cooperation between the
two advisory committees with respect to long-term recommendations on the
demolition of two heritage homes at the Nicholas/Waller/Laurier Triangle and
heritage issues around Victoria Island and Domtar. Mr. Varley suggested that a meeting be scheduled of select
members from each advisory committee to discuss these two matters as well as
other matters on an on-going basis.
Barbara Warren volunteered to act as
LACAC’s liaison with the Heritage Advisory Committee. Robbie Tremblay, Advisory Committee Coordinator undertook to add
Mr. Varley to the agenda distribution list.
