SUBJECT: Application to alter 393 Fernbank Road and 500
Buena Vista Road, in the Rockcliffe Park Heritage Conservation District.

REPORT RECOMMENDATIONS
1. That the Local Architectural Conservation Advisory Committee
recommend that Council approve the application to alter 393 Fernbank Road and
500 Buena Vista Road in accordance with the plans filed as Document 2, received
on August 3, 2001.
2. That any future modifications to the
building elevations be approved by the Director of Planning and Infrastructure
Approvals of the Department of Development Services.
(Note: Approval to Alter this property under
the Ontario Heritage Act must not be construed to meet the requirements
for the issuance of a building permit.)

The properties known as 393 Fernbank and 500 Buena Vista Roads were originally located on one lot with what is now known as 500 Buena Vista Road now serving as the coach house/ garage for 393 Fernbank Road. Subsequently, 500 Buena Vista Road was converted into a house and a separate lot was created. The present owners have consolidated the properties and plan to alter both buildings and link them with a breezeway, therefore creating one building on the original large lot. If approved, the proposed project will see the re-establishment of the original relationship between the buildings.
The property located at 393 Fernbank Avenue was built in 1928 to designs by well-known Ottawa architect, W. E. Noffke. It shows the late influence of the Arts and Crafts movement upon Noffke’s work. It is included on the list of significant buildings within the heritage conservation district identified by the former Village of Rockcliffe Park.
The proposed building may undergo minor design modifications prior to construction. Approval of this recommendation will enable the Department to approve future changes provided they are in the spirit of the present design and in conformance with the guidelines for alterations to properties within the Rockcliffe Park Heritage Conservation District.
The project proposed involves the construction of an addition to the side and rear of 393 Fernbank Road, and the reconstruction of the house located at 500 Buena Vista Road (See Document 2).
303 Fernbank Road is a two-and-a-half storey stucco building with a stone foundation. Like many Arts and Crafts-influenced houses, it displays a pleasing domesticity that refers loosely to traditional English cottage and farmhouse design. It has a steeply pitched irregular roofline pierced by chimneys and dormer windows. The building’s complex massing features a rich combination of bay windows, shaped gables, and inter-penetrating rooflines. The front entry is recessed and features a round-arched door and opening. Most of the building’s original steel windows remain.
The addition proposed for the structure is located to the rear and side of the Noffke portion of the building and leaves the principal rooms of the building untouched. The kitchen of the building and a later garage addition will be removed and replaced by an addition that will include a kitchen and family room on the ground floor with a master suite above. Upon completion, the main building’s floor plate will change from a rough rectangle to an “L”-shaped structure with a projecting family room addition to the rear.
The addition will complement the Noffke portion of the building, as it will feature a steeply pitched irregular roof, multi-paned windows, stone foundations and contemporary bay windows. As seen from the street, the addition will be subservient to the fine original portion of the house which will continue to dominate the lot.
The building currently located at 500 Buena Vista is large, stucco dwelling with a gambrel roof (See Document 3). It is not included on the list of significant buildings within the Heritage Conservation District identified by the former Village of Rockliffe Park. The plans for the building involve its demolition and reconstruction on a reduced footprint to a new design. The proposed structure will be linked by a breezeway to the Main Building, creating one building for by-law purposes. It will feature a hipped roof with dormers on each roof plane, garage doors with windows facing the street. It is set back from the street by a distance of about 130 feet. Certain features of the Main Building, such as the stone foundations, dormer windows, stucco finish and multi-paned windows will be repeated here.
The Department supports this addition because it is respectful of the character of the original Noffke building but is clearly distinguishable from it. Further, the project reunites the former large lot associated with the site thereby making a valuable contribution to the cultural landscape of Rockcliffe Park. In doing so, the building respects the guidelines for additions to historic buildings contained within the Rockcliffe Park Heritage Conservation District, approved by the Council of the former Village of Rockcliffe Park that state that “Alterations should only be recommended for approval only where the change protects and enhances the existing historical and architectural character of the building and the site” and “New construction should be recommended for approval only where the siting, form, materials and detailing are sympathetic to the surrounding natural and cultural environment.”
This proposal was reviewed by the Heritage Sub-committee of the Rockcliffe Park Residents’ Association and received the support of the Committee. Several details of the project were changed as a result of the Sub-committee’s comments including the design of the southwest wing that houses the kitchen/breakfast area, the roof and some details of the garage/ carriage house.
Adjacent property owners and residential tenants were notified by letter of the date of the LACAC and Planning and Development Committee meetings and were provided with comment sheets to be returned to LACAC. This is in accordance with the municipal public participation policies of the former City of Ottawa.
The Rockcliffe Park Residents’ Association was informed of the project and the Heritage Sub-committee of the Association commented on the proposal.
