Confirmation of Minutes
Minutes 6 of the Health and Social Services Advisory Committee meeting of 25 May 2004, were confirmed.
At the outset of the
meeting, the Deputy City Manager for Community and Protective Services provided
committee with an overview of the newly combined department of People Services
and Emergency and Protective Services and the reorganization of staff between
those two departments. He also spoke
briefly on the upcoming budget process for 2005.

1. COMMUNITY RESOURCE CENTRES – HEALTH
ISSUES/GAPS / CENTRES DE RESSOURCES COMMUNAUTAIRES – ENJEUX ET DISPARITÉS EN
MATIÈRE DE
SANTÉ
Brian
Gifford, Gloucester Non Profit Housing Corporation
·
the GNPHC is
one of three providers of affordable housing in this area of the city, each
with a waiting list of approximately 2500;
·
the lack of
funding in recent years has made the provision of such housing difficult, but
he recognized the efforts made by the City through Action Ottawa and hoped to
apply for funding under that envelope to provide much needed affordable
housing.
The “Community Connection” and excerpts of the “Weekly Journal”
detailing the work carried out by the GNPH are held on file.
Helene
Grandmaitre, Cumberland Community Resource Centre
·
together with
four other CRCs, they have been attempting to set up a health centre in the
east end of the city to address the needs of residents;
·
there is a
need to provide services to Francophones in this area, but the health centre,
when opened, will offer services to all individuals;
·
the main
needs of Francophones living in Ottawa East include mental, physical and
community health;
·
they are in
the process of obtaining funding for this project from the federal government
and are seeking the Committee’s support of this initiative, which will address
the needs and gaps in their community.

Doré and Adorata Vwizeyimana-Jacob, Eastern Ottawa Resource Centre
·
the centre
provides services to children, youth, seniors and to women who are in violent
relationships;
·
there is a
lack of affordable housing here and there is a dire need to provide housing to
the working poor or recipients of Ontario Works (OW) or ODSP;
·
some
residents received disconnection notices from their gas and hydro utilities and
there are less resources to draw upon especially since Share the Warmth did not
have the same partnership with Ottawa Hydro and Enbridge as in previous years;
they hoped the City would be more involved in fundraising in this regard;
·
mobility is
an issue facing people on OW or ODSP or even for the working poor and there is
a need to find a better way to help people qualify for a bus pass when they are
actively seeking employment or have a medical appointment;
·
transportation
for seniors has also been difficult because the buses do not always go to where
they need to go;
·
there is a
need to provide programs to youth between the ages of 6 and 12 and for more
parental programs and recreational activities to support those who have
children in that age group.
