Cycling Advisory Committee receive the report for information.

The
Education and Enforcement Sub-committee met on 22 April 2002 and have submitted
the attached Minutes for the information of the Cycling Advisory Committee.

Meeting
called to order at 19:15.
1. The
agenda was accepted.
2. SV
apologized for bringing hard copies of Feb. meeting notes instead of March;
March notes to be reviewed on email and any comments sent to Stella this week.
ACTION: ALL
3. Enforcement
a. JA
reported that the police will be doing cyclist enforcement in Central Division
the week from June 16-22 (Sunday to Saturday). CfSC will run 'Bike School' for
errant cyclists in English and in French.
There will be 3 sessions during that
week.
JA noted that police rep
from far west Division (Kanata-Stittsville) reluctant to participate in blitz,
because there are 'no problem cylists' in Kanata and she was reluctant to
ticket sidewalk cyclists in the rural areas. Also, she indicated that there are
no 'traffic officers' in that division.
ACTION: SV to draft
letter and then send to Chief of Police Bevan, with a cc to coun. Munter and
Stavinga. Letter will stress need for accountability and statistics (measurable
outcomes) for the June campaign. Also to inquire how many officers are trained
to use bikes in their work, how many actually do and what enforcement is done
by bicycle officers.
b. BD
provided a document from Ottawa Police Service, detailing a Road Safety,
Traffic Management and Law Enforcement Plan, further to an inquiry from
Councillor Legendre. -It was noted that there are no measureable objectives to
assess the effectiveness of this program.
BD also noted that he
was unable to obtain satisfactory statistics from the Police regarding
'ongoing' enforcement against aggressive drivers.
It was noted that this
police enforcement plan identifies similar priorities as OCAC identified
through consultation. Concerns arose around the table as to why this is not
being currently used, or if it is, how its effectiveness is being used.
It was decided that
OCAC's Recommendations for Traffic Law Enforcement be held until further details are obtained regarding
the action being taken (or lack thereof) on this plan on the part of the
police.
ACTION: BD to circulate
(on email) list of questions to ask when investigating police enforcement in
other cities
ACTION: JG to research
on line what other cycling 'hot spot' cities (e.g., Portland, Oregon, Toronto,
Victoria) do in terms of enforcement for cyclists and aggressive motorists
ACTION: JA to post to
bccc-ed, apbp and bikeccord newsgroups once questions to ask are determined.
4. Road
Safety Challenge
- there
was no additional information, JA reported that the only cycling activity is a
helmet fitting/road safety information day at W.O. Mitchell school in Kanata.
- JA
also reported CfSC is looking into stressing cyclist safety on the Laurier
Bridge during the week of May 4-11.
- JA
reported that the OPP will be doing Operation Casper (ghost cars targeting
tailgaters and aggressive drivers on the Queensway)
- BD
and SV to inquire with Greg Kent about aggressive driving enforcement by Ottawa
police somewhere other than the Queensway?
5. Pathway
Patrol
- SV
reported correspondence with Ken Dubuc, PP chair, about potential education
blitz, relating to pathway reconstruction from New Orchard to Champlain Bridge
in 2002, possible collaboration with CfSC to produce pathway courtesy pamphlet?
No response from Mr. Dubuc on this initiative so far.
- MA
suggested writing a letter to the NCC requesting signage stating pathway rules
and regulations be clearly posted to remind users to 'share the path'.
- BD
stated that this letter should go through Transportation Committee
- BD
also noted that NCC using inappropriate bollards to prevent motorized traffic
on pathways (example, Experimental Farm where a cyclist fell in 2001 due to the
bollard)
ACTION: BD to approach Alex Cullen (sits on
Transportation Cmte) to check procedure.
6. Ottawa
Safety Council grant project and work plan
- BD
still has not had a response to this request, but is meeting with Jean Vachon,
Greg Kent, and SV to discuss this and other issues on April 23 (see item 7
below)
7. Meeting
with Greg Kent (city of O), Daphne Hope (city of O), SV (OCAC Edu chair), BD
(OCAC chair) and Jean Vachon (Safety Council)
- purpose is information sharing re:
work plans
- BD
will also ask about Integrated Road Safety Plan; how can we ensure cyclists are
included?
8. Proposal
for OCAC workshop on cycling safety
- to discuss with Greg Kent (BD and SV)
9. OCAC
policy recommendation for City policy on portrayal of cyclists in City
publications
- BD
to contact Rosemarie Leclair regarding who to send this to in the
communications department. ACTION: BD
10. Integrated
Road Safety Plan
- BD
to check with Greg Kent status of this project, and how it relates to monies
collected from fines owed to the City; are municipalities required to have such
a document in order to get the HTA fine $?
11. Next
meeting May 27, 2002 19:00-21:00 hrs, Ottawa Public Library basement meeting
room.
