MINUTES OF MEETING

 

 

The Ottawa-Carleton Regional Transit Commission met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 8 September 1999.

The meeting was called to order at 2:05 p.m. with A/Commission Chair Clive Doucet presiding.

ALL MEMBERS WERE PRESENT EXCEPT COMMISSIONERS LONEY AND STEWART.

 

CONFIRMATION OF MINUTES

The minutes of the Ottawa-Carleton Regional Transit Commission meeting of 9 June 1999 and the minutes of the Special Ottawa-Carleton Regional Transit Commission meeting of 7 July 1999 were confirmed.

 

DECLARATIONS OF INTEREST ARISING FROM PRIOR MEETINGS OF THE COMMISSION AND THE TRANSIT SERVICES COMMITTEE

No declarations of interest were filed.

REPORT NO. 99-15

 

1. Grant of Easement, 2250 Queensview Drive, Ottawa

 

Committee Recommendation

That the Ottawa-Carleton Regional Transit Commission approve the granting of permanent easement rights over a total of 1042.1 m2 of land described as part of Lots 317 to Lot 321, Registered Plan 372212, City of Ottawa, and part of Queensview Drive (Closed), all shown as Parts 1, 2 & 3 on Plan 4R-14678, to Bell Canada for the sum of $1.00.

2. Participation in Omers

 

Committee Recommendation

That the Ottawa-Carleton Regional Transit Commission adopt the attached by-law for the participation in the Ontario Municipal Employees Retirement System (OMERS).

3. Level of Service for January 2000

 

Committee Recommendations

That the Transit Commission approve:

a) the level of service provided to customers in the fall of 1999 be extended through to April 22, 2000; and,

b) the year 2000 service beyond April be discussed as part of the 2000 budget process.

"CARRIED" with Commissioner Hill dissenting.

 

 

 

 

 

4. Student Fares for linc Participants

 

Committee Recommendation

That the Transit Commission approve that concession fares be provided to all full-time students of the Language Instruction for Newcomers to Canada (LINC) Program.

MOTION TO INTRODUCE BY-LAWS

 

MOTION NO. TC-38

Seconded by Commissioner W. Byrne

RESOLVED THAT the following by-laws be enacted and passed.

By-law 8 of 1999 to authorize participation in the Ontario Municipal Employees Retirement System (OMERS) in respect of the employees of the Ottawa-Carleton Regional Transit Commission who are members of ATU, Local 279 or who are non-unionized Salaried employees.
