MINUTES OF MEETING

 

The Ottawa-Carleton Regional Transit Commission met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 8 July, 1998.

The meeting was called to order at 2:30 p.m. with Commission Chair Al Loney presiding.

ALL MEMBERS WERE PRESENT EXCEPT FOR COMMISSIONER W. BYRNE

No declaration of interest were filed.

 

 

 

COMMISSION REPORT

1. PROCEDURE BY-LAW AMENDMENTS AND FINANCE AND

ADMINISTRATION PROCEDURE MANUAL 1

That the Commission approve the amendments to the Commission’s Procedure By-law and enact the Finance and Administration Procedure Manual as the first steps to attaining greater administrative integration with the Regional Municipality of Ottawa-Carleton.

2. POST-SECONDARY STUDENT FARES 7

That the Commission approve the following:

a) concession fares be provided to eligible post-secondary students year round;

b) the cost of all monthly student passes be raised by $0.75 in 1999 to ensure revenue neutrality; and

c) as a pilot project for the school year 1998/99, an annual pass for eligible full-time post-secondary students at a price of $450 per year be provided.

RESOLVED THAT Item 2 of the Transit Commission Report be amended by adding a recommendation (d) to read as follows:

    1. subject to staff reporting a satisfactory method of administering this program to the Transit Services Committee: that 2 payments for the annual pass for eligible full-time post secondary students be permitted for September and January.

"CARRIED" on a division of 10 Yeas to 7 Nays as follows:

 

YEAS: Commissioners Stewart, Legendre, McGoldrick-Larsen, Davis, Munter, Holmes, Doucet, Bellemare, Meilleur and Loney….10

NAYS: Commissioners van den Ham, Cantin, Beamish, Hume, Hill, Hunter and Kreling….7

 

Item 2 of the Commission Report as amended by Motion No. TC - 2 was then put to the Commission and "CARRIED".

 

 

3. ANNUAL SERVICE PERFORMANCE REVIEW 19

That the Commission approve the following recommendations which were discussed and approved by the Transit Services Committee at it’s meeting of 27 May 1998.

(a) That Saturday service for route 121 not be discontinued.

(b) That the peak hour service for route 121 include the 2:20 p.m. start time loop.

(c) That route 5, crosstown route not be reduced in the late a.m. peak to 30 minutes.

(d) That Sunday evening service (18:56) on route 198 be retained.

(e) That route 141 become a peak-only route and midday service be discontinued.

(f) That Sunday evening service after 19:30 on route 162 be discontinued.

(g) That Tele Transpo service on route 123 be replaced by van service.

 

"CARRIED" with Commissioner Munter dissenting on recommendation (g).

RESOLVED THAT By-law 2 of 1998 to govern the proceedings of Ottawa-Carleton Regional Transit Commission, be enacted and passed.
