Council Minutes
The Council of the Regional Municipality of Ottawa-Carleton met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 26 January 2000 at 1:30 p.m.
The meeting was called to order at 1:45 p.m. and opened with the singing of the National Anthem, sung by the Kanata United Church Choir.
The Regional Chair, Robert Chiarelli, presided and led Council in prayer.
ALL MEMBERS WERE PRESENT EXCEPT COUNCILLOR HILL.
Confirmation Of Minutes
The minutes of the Special Council meeting of 22 December 1999 and the Regular Council meeting of 12 January 2000 were confirmed.
Declarations Of Interest Arising From Prior Meetings Of Council And Committees
No declarations of interest were filed.

1. Munster Hamlet - Wastewater Treatment Facility
Engineering Design And Construction Management
Contract ETL 99-2036
Committee Recommendation
That Council approve the award of Contract ETL99-2036 to Doran Contractors Ltd. for the provision of Engineering Design and Construction Management Services related to the construction of a Pumping Station and pipeline from Munster Hamlet to Richmond, in the amount of $1,191,332.

RESOLVED THAT the contract for engineering design of the Munster Hamlet Wastewater Treatment Facility be deferred until after the OMB has rendered a decision.

3. Property Tax Rebate For
Non-Profit Licensed Child Care Centres
Committee Recommendation
That Council approve a rebate for 100% of the property taxes levied on all non-profit, non-home based licensed child care centres in Ottawa-Carleton for the space they occupy for that purpose.

RESOLVED THAT the following by-laws be enacted and passed.
By-law 4 of 2000 to authorize the levy of sums required for the repayment of debenture number 2000-01 issued in the amount of $19,200.00 to aid in the construction of tile drainage works in The Corporation of the City of Cumberland and The Corporation of the Township of Goulbourn.
By-law 5 of 2000 to assume for public use and establish as common and public highways certain lands to become part of the Regional Road System.
By-law 6 of 2000 to assume for public use and establish as common and public highways certain lands to become part of the Regional Road System.
