Council Minutes

 

 

The Council of the Regional Municipality of Ottawa-Carleton met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 24 May 2000 at 1:30 p.m.

The meeting was called to order at 1:40 p.m. and opened with the singing of the National Anthem, sung by The Gloucester Songsters.

The Regional Chair, Robert Chiarelli, presided and led Council in prayer.

ALL MEMBERS WERE PRESENT EXCEPT COUNCILLORS HOLMES AND STEWART.

 

Confirmation Of Minutes

The minutes of the Regular Council meeting of 10 May 2000 and of the Special Regional Council meeting of 11 May 2000 were confirmed.

On Zero Tolerance For Social Assistance Fraud

 

Committee Recommendation As Amended

That the Region of Ottawa-Carleton support the City of North Bay and Region of Waterloo Council resolutions regarding the lifetime ban for social assistance fraud, and notify the Association of Municipalities of Ontario, all Ottawa-Carleton M.P.P.’s and all three political party leaders and request that the policy for Zero Tolerance for Social Assistance Fraud be withdrawn.

Corporate Services and Economic Development Committee Report No. 65

1. Rehabilitation Of Five Lebreton Flats Bridges

And Pooley’s Bridge - Phase II Of Engineering

Services (Contract No. CA9536) Contract Extension

 

Committee Recommendation

That Council approve the extension of Contract No. CA9536 with Stantec Consulting Ltd., Kingston, Ontario, to undertake specialist engineering services during construction operations relating to the rehabilitation of five Lebreton Flats Bridges and Pooley’s Bridge, in the amount of $80,000, bringing the total contract provision to $227,125.

2. Alta Vista Elevated Water Storage Tank

Contract Award

 

Committee Recommendations

That Council:

1. The award of Contract No. ETL 99-3042 to Landmark Ontario Ltd., Burlington, for the construction of the proposed Zone 2C Elevated Tank, for a contract provision of $3,845,260;

2. The increase to the budget authority from $4,200,000 to $4,700,000 in Account No. 900145, Alta Vista Tank Rehabilitation or Replacement. Funds are available for transfer from Account No. 900142, Ottawa South Reservoir & Pumping Station.

3. Intersection Safety Program To Reduce Red Light Running (Red Light Cameras)

 

Committee Recommendations

That Council approve the following:

1. The award of Request for Proposal (RFP) 9119-00-7004, issued by the City of Toronto on behalf of participating Ontario municipalities, to Lockheed Martin IMS Canada Inc., for the supply, installation, operation, and maintenance of Red Light Camera Systems within the Region of Ottawa-Carleton for $784,000.

2. That the award of this contract be subject to the successful completion of the Proof of Performance portion as contained in RFP 9119-00-7004.

3. That the Region of Ottawa-Carleton enter into agreement with the City of Toronto Transportation and Works Department for the processing of Red Light Enforcement notice of violations.

4. That the Region of Ottawa-Carleton enter into an agreement with the Ministry of Transportation of Ontario for the implementation of the Intersection Safety Program to Reduce Red-Light Running.

*5. Staff proceed with the implementation of Red Light Cameras within the Region of Ottawa-Carleton at the locations listed in Appendix A of this report.

*6. That Council endorse the Region of Waterloo’s and Region of Peel’s requests that the Ontario Minister of Transportation and the Ontario Minister of the Attorney General assume their costs of participating in the Intersection Safety Program to Reduce Red-Light Running.

*Recommendations 5 and 6 were approved by the Transportation Committee on 03 May 00.

4. Canadian Office Of Human Rights Proposal

 

Committee Recommendation

That Council approve the request from the Canadian Office of Human Rights (COHR) to provide $23,000 to the City of Ottawa for operating costs associated with the lease of space at 7 Bayview Road.

 5. Purchase Of Service Agreement Between The Health Department And Planned Parenthood Of Ottawa-Carleton

 

Committee Recommendation

That Council approve that the existing purchase of service agreement with Planned Parenthood of Ottawa-Carleton for $64,000. to provide counseling, information, and referral programs to meet the Mandatory Health Programs and Services Guidelines be renewed until December 31, 2000.

That Council approve the appointment of QSP Geographics Inc., Downsview Ontario, to provide project management and related GIS professional services, for a total contract provision not to exceed $75,000.

That Council approve a payment to Teranet Land Information Services, Toronto Ontario, for digital property data, in the amount of $287,500.

  8. Kanata North Environmental

Stormwater Management Plan

Consultant Appointment

 

Committee Recommendation

That Council approve the appointment of CH2M Gore & Storrie Limited to undertake the preparation of the Kanata North Environmental/Stormwater Management Plan at a cost not to exceed $163,133 (including contingency and GST).

Committee Recommendations

That Council approve the award of:

1. Contract 00600-91829-P03 to AJJA, Ottawa under Standing Offer No. 0920-19-C1/98-10 for the provision of professional informatic services for a total contract provision of $265,692.00.

2. Contract 00600-91829-P04 to Cognicase, Ottawa under Standing Offer No. 0920-19-C1/98-20 for the provision of professional informatic services for a total contract provision of $137,855.00.

3. Contract 00600-91829-P05 to Anjura Ottawa under Standing Offer No. 0920-19-C1/98-16 for the provision of professional informatic services for a total contract provision of $47,234.00.

4. Contract 00600-91829-P06 to Aztech Cons., Ottawa for the provision of professional informatic services for a total contract provision of $82,925.00.

5. Contract 00600-91829-P07 to Link Cons, Ottawa for the provision of professional informatic services for a total contract provision of $35,824.00.

Total amount of contracts is $ 569,530.00.

Planning and Environment Committee Report No. 57

That Council confirm staff’s attendance at a scheduled Ontario Municipal Board Hearing, initiated by the applicant, in support of a decision by the Rural Alliance Severance Committee.

2. Amendments to By-Law 44-96 for the Collection, Removal and
Disposal of Solid Waste - Ban of Used Needles, Insulin Pen Tips and
Lancets from Household Garbage

 

Committee Recommendation

That Council approve the further amendment to By-Law 44 of 1996, as outlined in Annex A, to prohibit the collection of used needles, insulin pen tips and lancets, effective 01 July 2000.

Transportation Committee Report No. 62

1. Modifications At King Edward And Rideau - Public Hearing

 

Committee Recommendation

Having held a public hearing, that Council approve the proposed intersection modifications at the intersection of King Edward Avenue and Rideau Street as shown in Annex B (Ainley Group, Dwg #KE-01).

2. Modifications To Woodroffe Avenue To Construct A

New Intersection As Part Of The Strandherd Drive Realignment

In South Nepean - Public Hearing

 

Committee Recommendations As Amended

Having held a public hearing that Council:

1. Approve the functional design for the modifications to Woodroffe Avenue (Regional Road 15) as illustrated in Annexes ‘C’ and ‘D’, subject to the City of Nepean:

a) funding the total cost of the proposed road works and traffic control signal installation; and,

b) executing a Legal agreement with respect to (a) above.

2. Approve that the RMOC amend the subdivision condition with South Nepean Development Corporation to require a conveyance of a 1-foot reserve on the east side of Woodroffe Avenue at the new realigned Strandherd Drive, to be released for usage, upon the construction of Crestway Drive to Prince of Wales Drive.

3. Poster Collar Program

 

Committee Recommendations

That Council approve that:

1. The National Capital Commission be;

a. permitted to install poster collars on the Region’s utility poles located on Confederation Boulevard, at its cost, and;

b. authorized to remove posters from the poster collars and other utility poles located on Confederation Boulevard;

2. The Regional Municipality participate in the project by;

a. sharing equally the cost of developing and implementing a communications plan to promote the poster collar concept; and

b. performing minor adjustments to its utility poles to accommodate the poster collars.

3. The Regional Regulatory Code be amended as described in the report.

4. King Edward Avenue: Night-Time Truck Prohibition

 

Committee Recommendation As Amended

That Council approve the staff options listed in the report, with the exception of c(ii), as follows: (a); (b)(i); (c)(i); (d); (e); (f) and (g).

Declaration of Interest

Councillor R. Cantin declared an interest on Item 4 of Transportation Committee Report No. 62 -- King Edward Avenue: Night-Time Truck Prohibition, as he acts as a consultant to a firm who has business interests in the Outaouais.

Councillor Cantin did not take part in the discussion or vote on this item.

 

Item 4 of Transportation Committee Report No. 62 was then put to Council and "CARRIED".

By-law 42 of 2000 to amend By-law 44 of 1996 as amended by By-law 57 of 1997 and By-law 42 of 1999 (Waste Collection By-law).

Motions

 

MOTION NO. 83

Moved by Councillor M. Meilleur

Seconded by Councillor J. Legendre

WHEREAS Council has implemented, from time to time, various restrictions on its Urban Truck Routes pertaining to weight and time of day in order to mitigate the negative effects of truck traffic on residential communities;

AND WHEREAS the Region in 1997, following extensive public input, adopted a policy in its Transportation Master Plan which provides in Section 2.5.3 that Council shall:

"4. Enact a night-time ban on truck traffic, for a trial period, on King Edward Avenue with appropriate mitigation measures to ensure that there is not a shift from this corridor to any other corridor because of the night-time ban. Consultation with the community and trucking industry will precede the trial restriction, and be an important component of a monitoring and evaluation program. The identification of a permanent night-time truck route should be pursued simultaneously, if necessary."

AND WHEREAS the negative impacts on the community abutting King Edward Avenue will continue in the absence of construction of an alternative permanent interprovincial truck route;

AND WHEREAS Council therefore wishes to pursue this part of its Transportation Master Plan initiated in 1998 and, as required by the OMB, to continue to implement appropriate action to establish an alternative permanent interprovincial truck route and to improve the quality of life for the King Edward Avenue community;

THEREFORE BE IT RESOLVED THAT Council proceed to implement section 2.5.3, Policy 4 of the Transportation Master Plan.

 

Declaration of Interest

Councillor R. Cantin declared an interest with respect to Motion No. 83 regarding the night-time ban on truck traffic on King Edward Avenue as he acts as a consultant to a firm who has business interests in the Outaouais.

Councillor Cantin did not take part in the discussion or vote on this item.
