CORPORATE SERVICES AND ECONOMIC DEVELOPMENT COMMITTEE REPORT NO. 59

1. FLEET STREET PUMPING STATION

HYDRAULIC CAPACITY STUDY

CONTRACT CA9315 - CONSULTANT APPOINTMENT

COMMITTEE RECOMMENDATION

That Council approve the appointment of Delcan Corporation, Ottawa, to provide engineering services for a study of the hydraulic capacity of the Fleet Street Pumping Station (Contract CA9315), for a total contract provision of $88,785.

2. WATER METERS REPLACEMENT

CONTRACT NO. CW 7601 - CONTRACT AWARD

COMMITTEE RECOMMENDATION

That Council approve the award of Contract No. CW 7601 to Schlumberger Canada Limited, Mississauga, to provide services and material for the replacement of small water meters, for a total contract provision of $912,311.55.

3. REINSTATEMENT OF LANDSCAPING WORKS

CONTRACT NO. CW 7604 - CONTRACT AWARD

COMMITTEE RECOMMENDATION

That Council approve the award of Contract CW 7604 to Canada Paving and Construction Ltd., Nepean, for the reinstatement of landscaping works associated with road cuts excavated by Regional forces within the geographical boundaries of the Regional Municipality of Ottawa-Carleton, for a total contract provision of $61,846.00.

4. INVESTMENT POLICY - NEW REGULATIONS

COMMITTEE RECOMMENDATION

That Council adopt an interim policy for all Regional investments, including Sinking Fund investments in the form of regulation 74/97 pending resolution of staff concerns relating to certain restrictions contained in this regulation at which time revised investment policies will be presented to Council for consideration.

5. REVIEW OF THE OCCUPATIONAL HEALTH AND SAFETY ACT

COMMITTEE RECOMMENDATION

That Council approve the submission on the reform of the Occupational Health and Safety Act to the Honourable Elizabeth Witmer, Minister of Labour.

6. SALE OF SURPLUS PROPERTY

VILLAGE OF ROCKCLIFFE PARK

COMMITTEE RECOMMENDATIONS

That Council:

1. Declare the property described as being part of Beechwood Avenue, Registered Plan 92, Village of Rockcliffe Park, and shown as Part 1, Plan 4R-10798, surplus to Regional needs;

2. Approve the sale of Part 1, Plan 4R-10798 to John Bruce deMercado for the amount of $500.00 pursuant to an agreement of Purchase and Sale that has been received.

7. ONTARIO GOOD ROADS

ASSOCIATION (OGRA) - BOARD OF DIRECTORS

COMMITTEE RECOMMENDATION

That Council confirm the name of Councillor Robert van den Ham to serve as the Regional representative on the Ontario Good Roads Association (OGRA) Board of Directors.

PLANNING AND ENVIRONMENT COMMITTEE REPORT NO. 56

1. CITY OF OTTAWA COMPREHENSIVE

OFFICIAL PLAN - DEFERRALS NOS. 15 AND 23

COMMITTEE RECOMMENDATION

That Council lift Deferrals Nos. 15 and 23 to the City of Ottawa Official Plan and refer the same sections of the text and schedule to the Ontario Municipal Board in accordance with the revisions to the original Approval Pages attached as Annex I.

2. REFERRAL OF CITY OF OTTAWA OFFICIAL PLAN

AMENDMENT NO. 3 TO THE ONTARIO MUNICIPAL BOARD

COMMITTEE RECOMMENDATION

That Council refer to the Ontario Municipal Board City of Ottawa Official Plan Amendment No. 3 together with the proposed modifications attached as Annex I and that the Board be advised that as this Amendment conforms with Regional Official Plan Amendment No. 49 Council supports its approval.

TRANSPORTATION COMMITTEE REPORT NO. 49

1. PRIVATE SIGNS ON REGIONAL ROADS - HIGHWAY SIGNS BY-LAW

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve:

1. The Highway Signs By-law;

2. The deletion of Section 2.2.4 of the Regional Regulatory Code;

3. Amendments to Parts 2.5 and 2.10 of the Regional Regulatory Code to exempt the placement of signs pursuant to the Highway Signs By-law;

4. That as staff resources permit, unauthorized signs be removed from Regional roads and that staff respond as required on a complaint basis, except where a sign is an obvious safety hazard;

5. That permit fees not be charged, except for banners;

6. That a processing fee of $34.00 per application be charged to cover the administrative cost of processing an application to place a banner on or over a Regional road;

7. That the area municipalities be requested to adopt the Highway Signs By-law to regulate signs within their jurisdictions which will establish uniform sign regulations;

8. That staff liaise with the area municipalities to develop standards allowing additional signs on the road allowance, by permit;

9. That sandwich board/A-frame signs be allowed in a similar fashion to that of the City of Ottawa in the City of Ottawa only and that the by-law be amended accordingly, and;

10. That there be allowed one poster per block face per poster subject within the boundaries of the Ottawa River to the North, the Rideau River (Billings Bridge) to the south and east from the Rideau River to Preston Street.

2. COURIER DROP BOXES

COMMITTEE RECOMMENDATIONS

That Council approve:

1. The placement and operation of courier drop boxes on Regional roads be permitted;

2. Amendments to Part 2.10 of the Regional Regulatory Code as required to implement the above.

3. PERMIT FEES

COMMITTEE RECOMMENDATION

That Council approve the proposed fees in the chart attached as Annex A.

TRANSPORTATION COMMITTEE REPORT NO. 50

1. CUMBERLAND TRANSITWAY AND BLACKBURN HAMLET BY-PASS EXTENSION ENVIRONMENTAL ASSESSMENT PROCESS - TERMS OF REFERENCE FOR ENVIRONMENTAL ASSESSMENT STUDIES

COMMITTEE RECOMMENDATIONS

That Council approve:

1. the EAP as the Terms of Reference for subsequent environmental assessment studies of the Cumberland Transitway and Blackburn Hamlet Bypass Extension;

2. the undertaking of an Environmental Assessment Study for the section between the eastern limit of the Blackburn Hamlet Bypass and Trim Road.

2. TEMPORARY TRAFFIC CONTROL SIGNALS - WELLINGTON STREET AND EAST GATE ACCESS TO PARLIAMENT HILL

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve Recommendation 2 as follows:

2. a temporary traffic control signal be installed on Wellington Street and East Gate access to Parliament Hill until the commencement of the Wellington Street Phase III project in 1998 and subject to Public Works and Government Services Canada:

a. paying the total cost of the signal installation, subsequent removal and associated median break (estimated cost - $96,000);

b. paying the annual maintenance and operating costs, and;

c. executing an agreement with respect to (a) and (b).

H. MOTION TO ADOPT COMMITTEE REPORTS

1. Being a by-law to provide for the temporary implementation of traffic and parking regulations (during Stage I of Phase II of the Wellington Street Reconstruction).
