Council Minutes
The Council of the Regional Municipality of Ottawa-Carleton met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 13 September 2000 at 1:30 p.m.
The meeting was called to order at 1:40 p.m. and opened with the singing of the National Anthem, sung by grade 7 students from Hopewell Public School.
The Regional Chair, Robert Chiarelli, presided and led Council in prayer.
ALL MEMBERS WERE PRESENT EXCEPT COUNCILLOR MUNTER.
Confirmation Of Minutes
The minutes of the Regular Council meeting of 9 August 2000 were confirmed.
Declarations Of Interest Arising From Prior Meetings Of Council And Committees
No declarations of interest were filed.
Communications
1. The Honourable John Baird regarding the placement of social assistance clients in permanent jobs. It was noted that the Region received clarification on the Ontario Works’ placement targets for the fiscal years 2000-01 and 2001-02. He stated that over the next two years, the Ministry’s minimum placement target will double to 30 per cent of the municipality’s caseload.
2. The Director, Policy Initiatives Branch, Ontario Seniors’ Secretariat, regarding the Community Forum on the Regulation of Retirement Residences. She stated that the government supports the Ontario Residential Care Association’s (ORCA) initiative to increase protections for seniors in retirement homes. With $1.1 million in funding from the Ontario government, the Association is expanding its self-regulatory program to include the first Ontario-wide 1-800 hotline for all retirement home consumers; a new consumer complaint investigation system; a public/consumer education campaign; a web site to profile ORCA members, advertise the complaint process and list the type and frequency of unresolved complaints against ORCA and non-ORCA facilities; as well as, development and promotion of a checklist for consumers on what to look for in a resident’s contract, as well as development and promotion of a model "Care Home Information Package".
It was stated that this initiative will increase consumer responsiveness in the retirement home industry, and give seniors and their families information to make better, more informed care choices. It was suggested that the Region may wish to contact ORCA with respect to the development of recommendations concerning the establishment and enforcement of care standards in retirement homes.

That Council request the Federal Minister responsible for Canada Mortgage and Housing Corporation, the Honourable Alfonso Gagliano to:
1. re-distribute RRAP funding so as to shift the priority to rental and rooming house stock, recognizing the urgent need to preserve this stock, particularly for persons at risk of becoming homeless; and
2. increase the RRAP allocation for Ottawa-Carleton to better reflect the dire need for affordable rental housing in our municipality which has the lowest vacancy rate in Canada.

1. Transfer of Ferry Landing - Cumberland |
Committee Recommendations
That Council:
1. Approve the transfer of the ferry landing located in Cumberland, from Transport Canada to the Region, for the sum of $1.00, subject to the structural restoration of the facility by Transport Canada, prior to the transfer;
2. Approve the entering into of an operating agreement with Les Services de traversier Masson-Cumberland for the management and use of the landing to operate a ferry service between Masson and Cumberland, as per the general conditions contained in this report;
3. Authorize the Regional Chair and Regional Clerk to execute all necessary legal documents and agreements to implement these recommendations.

That Council approve the purchase of two Road Weather Information Stations to be added to the Regional Road Weather Information System (RWIS), and the appointment of Mark F. Pinet & Associates Limited, Nepean, to coordinate and supervise the installation of the above mentioned RWIS stations, for a total contract provision of $145,000.00.

5. Loan guarantee: west carleton airport authority |
Committee Recommendation
That Council provide a loan guarantee to an approved lending institution, in support of an application by the West Carleton Airport Authority for an amount not to exceed $200,000 for the purpose of constructing a twenty (20) bay hangar on the Carp Airport property. The amortization period will be for a maximum of twenty years. The terms of the loan are to be to the satisfaction of the Region’s Finance Commissioner.

That Council authorize the West Carleton Airport Authority to negotiate a lease with Helicopter Transport Services (Canada) Inc., having an initial term of twenty (20) years with two ten (10) year options. Details of the lease remain to be negotiated. Final approval of the conditions will be subject to the approval of the Corporate Services and Economic Development Committee.

1. Laurier Bridge Reconstruction - Elgin Street to Nicholas Street - Public Hearing |
Committee Recommendations As Amended
Having held a public hearing, that Council approve:
1. That the Laurier Bridge report be returned to staff to:
a. develop an alternative proposal based on 3 vehicle lanes with the central lane to be counterflow and with improved pedestrian and bicycle access to be taken from the reduction of vehicle lanes;
b. consider a fifth arch if the elimination of one lane is not sufficient to provide improved pedestrian and bicycle access;
c. obtain input from Fire, Ambulance and Police Services before the 3 lane proposal goes to Regional Council for discussion and/or approval;
2. That the Somerset Street foot bridge be completed before the Laurier Bridge rehabilitation begins (August 2001).

That Council approve:
1. that cost sharing be provided to the Township of Osgoode to install a rural area traffic control signal and associated street lighting and road modifications at Old Prescott Road and Parkway Road, subject to funds being allocated from the New Traffic Control Signals Programme under the year 2000 provision to cost share unwarranted rural area signals;
2. that $130,000 be provided in the 2001 City of Ottawa budget to replenish the Intersection Modification Programme to the level required to construct the approved intersection modifications.

7. Alta Vista Drive/Smyth Road Transportation Strategy |
Committee Recommendations As Amended
That Council approve:
1. The Alta Vista Drive/Smyth Road Transportation Strategy and its recommendations as contained in the Final Draft Report (excluding appendices) attached in Annex ‘A’;
2. That Recommendation 7 of the Delcan Study be amended to ensure that when doing the Environmental Assessment, the Alta Vista Parkway be studied as a "bus/light rail only" route and as a "transit/vehicles" route;
3. That the next phase (i.e. phase 2) of the Alta Vista Parkway will consider the extension of the transitway from Smyth Road to Conroy Road and that the Environmental Assessment reflect this amendment;
4. That appropriate funds be identified in the budget to provide adequate resources to support Recommendation 5 of the Delcan Study;
5. That an Official Plan Amendment be prepared to describe the Alta Vista Parkway as a facility from Conroy Road to Riverside Drive;
6. That all Terms of Reference be approved by the Transportation Committee for transportation studies.
7. That the Terms of Reference for the Environmental Assessment for the Alta Vista Parkway come back to the Transportation Committee and Council before 1 January 2001.

That Council:
1. Receive the Main Street Transportation and Streetscaping Study Final Report, as produced by Delcan Consulting;
2. Approve all recommendations of that report pertaining to Regional roads, except recommendation 18 (i.e. approve recommendations 1 to 40, 47 to 49 and 58); and,
3. Refer all other recommendations of that report (i.e. recommendations 41 to 46 and 50 to 57) to the City of Ottawa and National Capital Commission, as appropriate, for their consideration, assessment and possible implementation, since those recommendations pertain to roadways under their jurisdiction.
4. That the following Recommendation 1 of the Delcan Study be monitored and if unsuccessful, that other solutions be examined: "As a test measure, permit parking in the ‘non-peak’ direction on Main Street during peak hours."

WHEREAS Lansdowne Park is a Regional facility surrounded by densely populated residential streets;
WHEREAS the Molson DV-8 Outdoor Festival on September 9 and 10 featured music and profanity at decibel levels completely unacceptable to the community;
WHEREAS the Councillor for the ward received more complaints from this one event than for all other events combined at Lansdowne, including the summer exhibition, the Ottawa 67s, and all sporting events at Frank Clair Stadium;
BE IT RESOLVED THAT the surrounding community be consulted on a noise and event policy that is sensitive to the circumstance Lansdowne operates in - a densely populated area - and will ensure that the commercial needs of Lansdowne Park are balanced with the needs of the community;
AND BE IT RESOLVED THAT this policy be created as part of the new vision for Lansdowne Park to be developed with the community.
BE IT FURTHER RESOLVED THAT in the interim no new outdoor concerts be booked without consulting the surrounding community.

WHEREAS, Regional Council did not authorize this payment;
THEREFORE BE IT RESOLVED THAT the Region request that the funds be returned to the Region; and
BE IT FURTHER RESOLVED THAT no further payments be made for this purpose or any related purpose without the specific approval of Regional Council and staff report back to Council on the result of Council’s direction.
