COMMUNITY SERVICES COMMITTEE REPORT NO. 20

1. PROVINCIAL TASK FORCE ON HOMELESSNESS

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve making the increase to per diem rates in men’s shelters retroactive to January 1, 1998, at a cost to the RMOC of $60,000, to be matched by a provincial contribution of $240,000, and;

That this be subject to a comment from the Finance Department prior to consideration by Council.

2. TORONTO DISASTER RELIEF COMMITTEE -

REQUEST TO DECLARE HOMELESSNESS A NATIONAL

DISASTER

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve the following:

WHEREAS Canada has signed the International Covenant of Economic, Social and Cultural Rights guaranteeing everyone’s right to "an adequate standard of living...including adequate food, clothing and housing"; and

WHEREAS the cancellation of new public housing programs and the lack of space at crisis shelters due to their being filled to over-capacity have added to the number of homeless people; and,

WHEREAS homeless people have no decent standard of living; and,

WHEREAS the Provincial Task Force of Homelessness documents the withdrawal of the federal and provincial governments from efforts to improve the stock of affordable accommodation; and,

WHEREAS an adequate supply of affordable housing is essential to any long-term strategy dealing with homelessness and appropriate shelter for all Canadians;

BE IT RESOLVED that the Regional Municipality of Ottawa-Carleton request that the federal government declare homelessness to be a National Disaster which requires immediate short and long-term relief, and that the federal, provincial and municipal governments cooperate to develop and implement a National Homeslessness Relief and Prevention Strategy.

3. PRESENTATION - ONTARIANS WITH DISABILITIES ACT

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve the Regional Municipality of Ottawa-Carleton endorse the position of the Ottawa-Carleton Chapter of the Multiple Sclerosis Society of Canada, the Ottawa-Carleton Chapter of Ontarians With Disabilities Act Ad Hoc Committee and the Disabled Persons Community Resources with regard to the Ontarians With Disabilities Act (ODA) and request that the final legislation be an effective tool to increase access and opportunities for persons with disabilities.

CORPORATE SERVICES AND ECONOMIC DEVELOPMENT COMMITTEE REPORT NO. 24

1. BRITANNIA AND LEMIEUX WATER PURIFICATION

PLANTS, TURBIDITY CONTROL

CONSULTANT APPOINTMENT CC-6209

COMMITTEE RECOMMENDATION

That Council approve Phase 2 engineering services - construction administration services, SCADA programming and commissioning assistance to CH2M Gore & Storrie Limited (CG&S), Ottawa, for the Lemieux Island Water Purification Plant component of the Turbidity Control Project, in the amount of $360,000, bringing the total contract provision to $960,000.

COMMITTEE RECOMMENDATIONS

That Council approve the award of the following:

1. The tender submitted by Westburne/Canada Valve, Ottawa, for the items as per schedules C, E, F, G, I, L, O, Q and S (see Annex A) in the amount of $629,156.21;

2. The tender submitted by Emco Supply, Ottawa, for the items as per schedules B, N, T and U (see Annex A) in the amount of $231,779.17;

3. The tender submitted by Bibby Ste-Croix, Oakville, for the items as per schedule J (see Annex A) in the amount of $59,200.85;

4. The tender submitted by Albert Viau Ltée, Laval, for the items as per schedules A, K, M, P and R (see Annex A) in the amount of $204,840.67.

3. FLEET STREET PUMPING STATION

WINDOW REPLACEMENTS - CONTRACT 98-321

COMMITTEE RECOMMENDATION

That Council approve the award of Contract 98-321 for the replacement of windows at the Fleet Street Pumping Station to J. C. Sulpher Construction, Gloucester, for a total contract provision of $281,037.

4. CONTRACT AWARD FOR MAINTENANCE OF

INTERGRAPH COMPUTER EQUIPMENT- CA 9583

COMMITTEE RECOMMENDATION

That Council approve the purchase of maintenance services for computer equipment from Intergraph Canada Limited, Mississauga, for a total contract provision of $176,100.

5. SALE OF SURPLUS LAND

REAR OF CABOT STREET, OTTAWA

COMMITTEE RECOMMENDATIONS

That Council:

    1. Declare the lands along the rear of 2041 - 2093 Cabot Street shown as Parts 1 to 14 on Plan 4R-13715 as surplus to the Region’s needs;
    2. Approve the sale of the land identified in Recommendation 1, subject to any easements that are required, to the eleven (11) adjacent property owners for the nominal sum of $1.00.

1. TRAIL road waste Facility AND NEPEAN LANDFILL SITE -

1997 ANNUAL MONITORING REPORT

COMMITTEE RECOMMENDATION

That Council receive for information the Final Report for the 1997 Monitoring and Operating Program for the Trail Road Waste Facility and Nepean Landfill Site.

2. FINAL DRAFT - TRAIL ROAD LANDFILL ASSET

MANAGEMENT AND LANDFILL OPTIMIZATION STUDY -

That Council receive for information the final draft of the Trail Road Landfill Asset Management and Landfill Optimization Study, dated October 1998.

TRANSPORTATION COMMITTEE REPORT NO. 21

1. WARRANTS FOR PEDESTRIAN SIGNALS AND TRAFFIC

CONTROL SIGNALS

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve that pedestrian signal installations be modified to use a shorter time period (six hours) and that staff research and report on a policy that would include higher factors (to be defined) for seniors, children and disabled persons.

2. TOURISM AND PUBLIC SERVICES SIGNING POLICY

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve:

1. That the Tourism and Public Services Signing Policy report be considered as a discussion paper for public consultation purposes and that this public consultation (including the National Museums) consider the differences between rural and inside the green belt needs; that a user pay system be considered; and a vision of what Council wants to achieve with Regional signage, including the important Federal institutions present in Ottawa-Carleton.

2. That the Environment and Transportation Commissioner be given the delegated authority to apply this draft policy in dealing with tourism signing, until the final draft comes forward in the spring of 1999 or six months following consultation.

3. RED LIGHT CAMERAS

COMMITTEE RECOMMENDATIONS

That Council:

1. Support Bill 20, Red Light Camera legislation for Municipalities.

2. Request staff to identify, for a trial program, companies manufacturing red light cameras that would sponsor installations as a pilot project in Ottawa-Carleton.

3. That as part of its media campaign, the RMOC include posters on all its vehicles displaying the message: "This vehicle stops at red lights".

4. ASSUMPTION OF CEDARVIEW ROAD BETWEEN

BASELINE ROAD AND LYTLE AVENUE

COMMITTEE RECOMMENDATION

That Council send a letter to the Ministry of Transportation advising that the Region will not accept the portion of Cedarview Road between Baseline Road and Lytle Avenue back into its jurisdiction, until remedial measures are taken to improve the safety and design of the road.

 

 

DECLARATION OF INTEREST

Regional Chair. R. Chiarelli declared an Interest on Item 4 of Transportation Committee Report No. 21 - Assumption of Cedarview Road between Baseline Road and Lytle Avenue, as he and his family have a business interest on Cedarview Road.

Chair Chiarelli did not take part in the discussion or vote on this item.

Item 4 of Transportation Committee Report No. 21 was then put to Council and "CARRIED".

 

 

 

TRANSPORTATION COMMITTEE REPORT NO. 22

1. RICHMOND ROAD (REGIONAL ROAD 36) AND

STAFFORD CENTRE ACCESS - PROPOSED

CONNECTION TO NORTHSIDE ROAD - PUBLIC HEARING

COMMITTEE RECOMMENDATION AS AMENDED

No Committee recommendation.

Item 1 of Transportation Committee Report No. 22 was disposed of by the following motion:

Seconded by Councilor W. Byrne

RESOLVED THAT the Departmental recommendation on Richmond Road (Regional Road 36) and Stafford Centre Access-Proposed connection to Northside Road, be approved, subject to the following condition;

That RMOC monitor the intersection and report back to the Regional Transportation Committee after 1 year.

TRANSPORTATION COMMITTEE REPORT NO. 23

1. BASELINE ROAD - SOUTH SIDE BUS BAY CLOSURES

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council:

1. Approve the preliminary design for the permanent closure of the bus bays at the intersections of Baseline Road and Farlane Boulevard, Zena Street and Marson Street as illustrated on Drawing No. RT-2353, subject to a public hearing if required;

2. That the Transit Services Committee consider moving the bus stop at Farlane and Baseline to the west corner from the east corner;

3. That staff examine the feasibility of creating a bonafide acceleration lane at the intersection of Baseline and Farlane and consider moving the bus stop to another location.

Recommendation 1 "CARRIED".

Recommendations 2 and 3 "LOST".

Item 1 of Transportation Committee Report No. 23 is subject to reconsideration at the next regular Council meeting.

2. MODIFICATIONS TO OGILVIE ROAD AND CITY PARK

DRIVE TO ACCOMMODATE THE CONSTRUCTION OF

THE TRINITY CITY CENTRE

COMMITTEE RECOMMENDATION

That Council approve the installation of traffic control signals on Ogilvie Road at the proposed north site access (approximately 185 metres east of Bathgate Drive/City Park Drive intersection), and the construction of associated roadway modifications along Ogilvie Road as illustrated in Annex B, subject to the owner, Riotrin Properties (Gloucester 2) Inc.;

a) funding the total cost of the proposed road works and traffic control signal installation, including paying the annual maintenance costs for the traffic control signals until such time as they meet the Ministry of Transportation of Ontario installation warrants and Council approves the assumption of the costs;

b) executing a Legal agreement with respect to (a) above;

subject to a public hearing, if required.

3. PROPOSED NEW INTERSECTION OF RIVER ROAD

AND REALIGNED ARMSTRONG ROAD - RIVERSIDE

RESIDENTIAL DEVELOPMENT

COMMITTEE RECOMMENDATION

That Council approve the construction of the roadway modifications to River Road as described in the report and illustrated in Annex ‘B’, subject to the City of Gloucester funding the total cost of the proposed road works, subject to a public hearing, if required.

MOTIONS

WHEREAS the Region has the delegated responsibility for residential development and this development depends on adequate educational facilities;

WHEREAS there is a concern about inadequate suburban public education facilities throughout our region ;

WHEREAS suburban regional planning and development is based on the availability of schools for new residents and the Region is responsible for ensuring this availability, prior to approving developments;

WHEREAS intensification of residential development within the greenbelt is an Official Plan priority and it has come to our attention that many inner-city schools are slated for closure by the Provincial Government;

THEFEFORE BE IT RESOLVED THAT Council:

  1. discuss facilities in place;
  2. discuss the implications for regional planning and development priorities of school closures within the Greenbelt and inadequate facilities in the suburban municipalities and possible actions to mitigate the impact of school closures and consequent loss of public space.

"DEFERRED" to next regular Council meeting.

BE IT RESOLVED THAT if the Region continues to face a budget shortfall due to costs of downloading and the loss of revenue from federal government payments in-lieu-of taxes, THAT Council direct staff to deduct the shortfall from the amount owing to the province from downloaded services.
