1. PROPOSED ORGANIZATION AND ADMINISTRATION OF DENTAL SERVICES FOR THE CHILDREN'S AID SOCIETY

COMMITTEE RECOMMENDATION

That Council approve the partnership between the Health Department, Dental Treatment Section, and the Children's Aid Society (CAS) of Ottawa-Carleton, to organise and administer dental benefits to CAS children.

2. REVISED PROPOSAL FOR THE RELOCATION OF ST. LUKE'S CHILD CARE CENTRE

COMMITTEE RECOMMENDATIONS

That Council approve a revised proposal for the relocation of St. Luke's Child Care Centre to include:

1. A modified program structure for 52 children, comprising 20 toddler and 32 preschool spaces and;

2. A revised regional contribution to the capital budget of $395,000 to be provided from the Child Care Contingency Fund.

3. STRATEGIES FOR ACHIEVING EFFICIENCIES IN THE CHILD CARE SYSTEM

COMMITTEE RECOMMENDATIONS

That Council approve the following strategies to achieve savings to be used to maintain all of the JobsOntario spaces and create additional spaces. During the 1997 rate determination process, the Department will finalize which of the following strategies will be applied to each individual program. Savings of $1,039,000 will be achieved by:

1. Applying savings from the changes to the Employer Health Tax (EHT);

2. Adjusting group sizes to maximize the child/staff ratio with programs where this potential exists;

3. Reducing the number of employees over and above the Day Nurseries Act (DNA) regulations in programs where this exists;

4. Within three months of Council approval, developing plans with agencies who have indicated their willingness to phase out their infant spaces and convert them to spaces in other programs;

5. Closing or reducing the capacity of most child care programs attached to educational institutions for six to eight weeks over the summer;

6. Maintaining a reduction of up to 2.1% of per diem and administrative rates in community based and Municipal programs that have not been affected greatly by the above strategies for reducing costs;

7. Investigating in more detail the opportunities for savings and improved efficiency offered by developing automated links between child care agencies, MCSS Area Office and Social Services and creating an automated centralized waiting list for licensed child care programs and;

8. Using approximately $170,000 from the Child Care Contingency fund to offset the cost of phasing in strategies 2, 3 and 4 in 1997.

RESOLVED THAT with reference to Item 3 of Community Services Committee Report 42, Recommendation 5 be amended by adding the following:

AND THAT the following steps be taken to address the needs of the parents and children using those school-based programs:

Permit parents who will not be pursuing summer education programs or working part-time to leave their subsidized childcare spot for the summer period, but be guaranteed the spot when they return to the academic session in September, so long as they continue to meet eligibility criteria; or

Allow students who are studying in the summer to maintain a subsidized daycare space through the summer session at another facility if the one they normally use has been closed.

4. THE DOOR - YOUTH CENTRE

That $10,000 be provided from the 1997 Provision for Unforeseen, and subject to a Finance Department comment, for The Door - Youth Centre.

COMMITTEE REPORT NO. 52

1. CANADA-ONTARIO INFRASTRUCTURE PROGRAM

COMMITTEE RECOMMENDATION

That Council confirm the following resolution:

"The Region of Ottawa-Carleton supports the position of the Federation of Canadian Municipalities urging a Phase II of the Canada-Ontario Infrastructure Program (COIW) as a tri-partite municipal infrastructure program" and that copies of the resolution and report be sent to the Prime Minister of Canada, the Premier of Ontario and all area Federal and Provincial Members of Parliament.

2. THREE-YEAR BIOSOLIDS HAULING AND BENEFICIAL USE

PROGRAMME - CONTRACT NOS.: CS-7800 AND CS-7801

That Council approve the appointment of Laidlaw Waste Systems, Carp, Contract No. CS-7801, to undertake a three year contract to divert and reuse biosolids as landfill cover material for a total provision of $969,894.

3. The pre-ordering of the 610 mm Hyprotec watermain pipe to be used in Phase II of the Wellington Street Reconstruction Project scheduled for construction in 1997.

2. The transfer of funds in the amount of $600,000 from the Village of Carp (912-30692) to the March Road project (912-30616).

2. TAXI STAND - QUEEN STREET, NORTH SIDE

COMMITTEE RECOMMENDATIONS AS AMENDED

That Council approve the following changes on a six-month trial basis and enact a Special By-law to reflect these changes:

1. The OC Transpo bus stop be located on the north side of Queen Street, immediately west of Bank Street (for a 25m bus zone) and;

2. There be as many spaces for taxis as can be created on the north side of Queen Street, between the bus stop and the existing Para Transpo spot and;

3. The chip wagon and the V.I.P. spot on the north side of Queen Street (westbound lane) be eliminated and;

4. That the displaced chip wagon be moved to the closest parking spot west of the access to the C.D. Howe Building parking entrance and;

5. The exemption of taxis from the current southbound right-turn prohibition at Bank Street and Queen Street.

That Council support the Regional Municipality of Durham's resolution (Annex A) on potential solutions for generating revenue to offset operating and maintenance costs of transit services.

WHEREAS the Provincial Government has made announcements concerning the re-allocation of responsibilities between the Provincial Government and municipalities;

WHEREAS among these announcements are the downloading of responsibility for funding social services, health services and social housing to the municipal level;

WHEREAS Regional Council has previously taken the position that mandated income maintenance programs should be the responsibility of the Provincial Government;

WHEREAS the Association of Municipalities in Ontario has taken the position that the downloading of responsibility for funding social services, health services and social housing to municipalities "is completely unacceptable";

THEREFORE the Regional Municipality of Ottawa-Carleton endorse the AMO position, and call on the Provincial Government to reconsider their proposals, so that the burden of paying for these programs not fall on property taxpayers;

And that this position be conveyed to the Premier of Ontario, the Ontario Cabinet, Ottawa-Carleton M.P.P.s, AMO, and local area municipalities.

MOTION NO. 28

WHEREAS a global reduction in emissions of greenhouse gases (GHG) is necessary to protect against climate change and possible adverse effects on human health, the physical environment, economy and quality of life;

WHEREAS industrialized countries, gathered at the United Nations Conference on Environment and Development in 1992, ratified a Convention on Climate Change committing countries to stabilize greenhouse gas emissions to 1990 levels by the year 2000;

WHEREAS current forecasts predict that Canada's GHGs could be in the order of 13% above 1990 emissions by the year 2000 if no action is taken, thus falling short of its commitment;

WHEREAS since 1991 the Federation of Canadian Municipalities (FCM) has encouraged municipal governments to adopt a reduction target of 20% for CO2 emissions and has actively encouraged municipal governments to adopt policies and measures to reduce GHG emissions within their municipality;

WHEREAS FCM has just established a 20% Club to provide a forum for municipal governments to demonstrate their leadership on climate change issues and undertake to share their knowledge and experience with other municipal governments;

WHEREAS Club members commit to working towards reducing greenhouse gas emissions by 20% of 1990 levels first within their operations and, then throughout their municipal area by the year 2005 or within ten years of joining the FCM 20% Club.

BE IT RESOLVED THAT the Council of the Regional Municipality of Ottawa-Carleton communicate to FCM its support for the 20% Club and its expression of interest in participating in the Club.

MOTION NO. 30

WHEREAS, the Province of Ontario introduced Bill 107, the Water and Sewage Services Improvement Act, on January 20 1997;

WHEREAS, the 30 day public consultation period as provided for under the Environmental Bill of Rights Registry expires February 19, 1997;

WHEREAS, Staff have not yet had the opportunity to prepare a report for consideration by Planning and Environment Committee and Council on the impacts in Ottawa-Carleton of this proposed legislation;

BE IT RESOLVED, that Council petition the Minister of the MOEE for an extension of the 30 day public consultation period to allow for a report to be brought to the Planning and Environment Committee and Council on the impacts of the proposed legislation in Ottawa-Carleton.

BE IT FURTHER RESOLVED THAT, should this Bill be referred to standing Committee of the Ontario Legislature, that Staff be directed to provide comments to this Committee and/ or forward Council's position on the aforementioned Bill.

NOTICE OF MOTION (FOR CONSIDERATION AT NEXT REGULAR COUNCIL MEETING)

WHEREAS many models of local governance have been and are being proposed, each with their own merits; and

WHEREAS a process is clearly required to allow these models to be investigated, analyzed and debated by the public and to ensure that a made in Ottawa-Carleton solution is arrived at; and

WHEREAS the ongoing nature of uncertainty over governance is demoralizing municipal staff, destabilizing inter-municipal relations and preventing local government from focusing on the considerable fiscal and social challenges we face.

THEREFORE BE IT RESOLVED that the Council of the Regional Municipality of Ottawa-Carleton request that the Minister of Municipal Affairs and Housing undertake, on behalf of the Citizens of Ottawa-Carleton, the following:

1. Repeal the Regional Municipality of Ottawa-Carleton Act, effective December 1, 1998 in order to replace it with a new structure developed locally.

2. That to facilitate the establishment of a new act, the Minister delay the upcoming municipal election until November 9, 1998, with the registration/nomination day being March 31, 1998. The new council or councils would take office on December 1, 1998.

3. That the Minister immediately establish a panel of Ottawa-Carleton citizens, nominated by the councils of the Regional Municipality of Ottawa-Carleton and local municipalities, to hear submissions from politicians and, to identify guiding principles, to investigate all models of governance being proposed, hold public hearings across the region, undertake research on different political and administrative structures/models and produce a report by August 31, 1997. The Panel report is to be submitted to the 12 local councils with the object being to obtain the formula required by the Ministry of Municipal Affairs and Housing to implement a made-in-Ottawa-Carleton solution (a majority of local councils representing a majority of the population, plus a majority of Regional Council) by October 31, 1997.

4. That members of the Citizens Panel sign a pledge that they will not be candidates in the 1998 municipal election.

5. That, in the event that the local solution falls short of the triple-majority, the Minister appoint a Commissioner to resolve the issue.

FURTHER BE IT RESOLVED that this motion be forwarded to the Minister of Municipal Affairs and Housing for his immediate consideration and circulated to all area municipalities for endorsement.

B. At the request of the Mover and Seconder the following Notice of Motion on the Council Agenda was "WITHDRAWN":

WHEREAS municipal involvement in the tripartite municipal/provincial/federal model was a determining factor in the success of the present National Infrastructure Program;

WHEREAS municipal governments are duly elected and have their own source of revenues through property taxes;

WHEREAS municipal government participation ensures: a financially viable third partner in any tripartite arrangement; a quick start to the program; and a second phase that builds on past experience;

WHEREAS the current program has created 100,000 jobs and has generated over 12,000 infrastructure projects;

WHEREAS the program met its two main objectives: job creation and infrastructure renewal;

WHEREAS the Regional Municipality of Ottawa-Carleton has benefited from the Canada Infrastructure Works (CIW) Program, but needs additional funding for a variety of other projects;

AND WHEREAS the overwhelming majority of municipal governments in Canada support renewal of the program;

BE IT RESOLVED THAT the Council of the Regional Municipality of Ottawa-Carleton urge the Prime Minister of Canada to launch Phase II of the Infrastructure program and that any such program must include municipal governments as full-partners;

AND BE IT FURTHER RESOLVED THAT the Council of the Regional Municipality of Ottawa-Carleton forward copies of this resolution to the Prime Minister, the Minister of Finance, local M.P.s; the Premier and Finance Minister of Ontario, local M.P.P.'s and the FCM secretariat.
