Child Care Capital Projects

Committee Recommendations

That Council:

1. Approve the transfer of $132,400 from the Child Care Contingency fund to the Child Care Capital Reserve fund;

2. Approve a maximum expenditure of $332,400 from the Child Care Capital Reserve fund in 2000 to provide the following capital grants to child care programs:

Centre parascolaire Parasol $ 82,400
Centre parascolaire la Clémentine $ 250,000

3. Approve an expenditure of $300,000 from the Child Care Regional Development Charge Capital fund to include a child care program in a new Ottawa-Carleton District School Board school in Barrhaven.

Corporate Services and Economic Development Committee Report No. 77

1. Working Safely Above Floor Level Program Robert O. Pickard Environmental Centre and Pumping Stations, Contract No. WEPD00-78

Committee Recommendation

That Council award Contract No. WEPD00-78 to Harmer Podolak Engineering Consultants Inc., Nepean, to conduct a condition inspection and develop an inspection and maintenance program for equipment and infrastructure used when working above floor level at 17 pumping stations and selected below ground level locations at the Robert O. Pickard Environmental Centre for a total contract provision of $67,980.

2. Wellington Street CPR Overpass Rehabilitation Consultant Appointment (ETL00-7046)

Committee Recommendations as Amended

That Council approve the appointment of Morrison Hershfield, Ottawa, to provide professional engineering services for the Wellington Street CPR Overpass rehabilitation, for a total contract provision of $97,885.74, as amended by the following:

1. That the bridge rehabilitation be managed so as to minimize any impact on passengers during the Light Rail Pilot Project, and

2. That the east abutment repair include provision of a pedestrian pathway under the bridge, to link the Bayview Light Rail and Bus Transitway station to the south sidewalk by steps and a path.

3. New Provincial Drinking Water Regulations Financial Implications

Committee Recommendations

That Council approve:

1. The establishment of new authority in the Water Division 2000 Operating Budget in the amount of $45,500 to be transferred from the Water Reserve Fund to accommodate the operating costs associated with the implementation of the new Provincial Drinking Water Regulations;

2. The establishment of new capital authority in the amount of $630,000 to be transferred from the Water Capital Reserve Fund for the Drinking Water Protection Regulatory Changes, Project #900602, to accommodate expected one-time costs associated with the implementation of the new Provincial Drinking Water Regulations;

3. That, due to time constraints, the Environment and Transportation Deputy Commissioner be delegated the authority to approve consulting engineering contracts associated with the implementation of the new Provincial Drinking Water Regulations, subject to the availability of funds as identified in this report.

4. Capital Grant Requests: Township of Osgoode Care Centre, Villa Marconi Long Term Care Centre, The Salvation Army, and Monfort Hospital


Committee Recommendations

That Council approve:

1. A capital grant to the Township of Osgoode Care Centre in the amount of $318,750 for the construction of an addition of 30 long-term care beds to their existing facility;

2. A capital grant to Villa Marconi Long Term Care Centre in the amount of $680,000 for the construction of an addition of 64 long-term beds to their existing facility;

3. A capital grant to The Salvation Army in the amount of $1,360,000 for the construction of a new 128 bed long-term care facility;

4. A capital grant to the Monfort Hospital in the amount of $1,360,000 for the construction of a new 128 bed long-term care facility;

5. That these grants be made upon the receipt of documentation from the Ministry of Health of the Province of Ontario that the projects have been completed, and that the Ministry has commenced their capital funding contribution of $10.35 per bed as per the agreements signed with the Ministry by each of the grant recipients.

5. Sale of Surplus – S/E Corner of Baseline And Woodroffe, Ottawa and Nepean

Committee Recommendations

That Council:

1. Declare approximately 1.36 hectares of land, described as being Part of Lot 35, Concession 2 (R.F.) and part of the Road Allowance between Concessions 1 & 2 (R.F.), former Township of Nepean, now City of Nepean, being Parts 1, 3 & 6, Plan 4R-13767 and Parts 1 & 2, Plan 4R-15986 shown on Annex "A" as surplus to the Region's needs;

2. Authorize the Region’s Legal Department to proceed with preparing a by-law to stop up and close the portion of Regional Road identified in Recommendation 1 as Parts 1 & 2, Plan 4R-15986;

3. Approve, for a consideration of $700,000, the sale of the property identified in Recommendation 1, to Harry Leikin Holdings Limited, subject to the successful completion of the road closure, retaining all required easements, and subject to Harry Leiken Holdings Limited entering into an agreement that indemnifies the Region from any and all claims whatsoever and provides access to the public to Shoppers City West, until October 31, 2001, and provides for the maintenance and repair of Old Woodroffe.

6. Sale of Surplus Regional Road 5 & 5A, Goulbourn

Committee Recommendations

That Council:

1. Declare a vacant parcel of land approximately 870 square metres in area, described as being Part of Lot 24, Concession 11, Township of Goulbourn, shown as Parcel "B" on Annex "A" as surplus to the Region's needs;

2. Authorize the Region’s Legal Department to proceed with preparing a by-law to stop up and close the portion of Regional Road identified in Recommendation 1;

3. Approve the sale of the property identified in Recommendation 1, to McDonald-Cartier Developments Ltd., subject to the successful completion of the road closure and subject to all required easements, for the amount of $35,000.

7. 2001 Nokia Brier – Canadian Men’s Curling Championship – March 3 – 11, 2001 Grant Request Outside Regular Process

Committee Recommendation

That Council approve a grant request in the amount of $75,000 for the Ottawa Brier 2001.

 8. Community Resource Centre of Goulbourn, Kanata and West Carleton - Capital Funding Request

Committee Recommendation

That Council approve a maximum expenditure of $860,000 to provide a one-time capital grant [$500,000] and an interest free loan [$360,000] to assist the Community Resource Centre of Goulbourn, Kanata and West Carleton to acquire land and to construct an adequate facility.

 9. Gloucester Centre for Community Resources Capital Funding Request

Committee Recommendation

That Council approve a maximum expenditure of $300,000 to provide a one-time capital grant to assist the Gloucester Centre for Community Resources to renovate and expand their current location.

Planning and Environment Committee Report No. 66

1. Public Meeting to Consider Draft Regional Official Plan Amendment 14 - Cumberland High School and Sports Park

Committee Recommendation

That, having held a public meeting, Council enact a by-law to adopt Regional Official Plan Amendment 14 to the 1997 Regional Official Plan, attached as Annex A to this report.

2. City of Ottawa Official Plan Amendment No. 37 - Temporary Surface Parking in the Central Area and Inner City Residential Districts

That Council refuse Amendment No. 37 to the City of Ottawa Official Plan as per the Approval Page attached as Annex 1.

3. Summary of Assigned Functions - Official Plan Amendments, Subdivisions, Condominiums, Part Lot Control By-Laws, Zoning By-Laws, Site Plans and Severances and Appeals of Three Severances (Osgoode)

Committee Recommendations as Amended

That Council receive this report for information purposes and confirm the Planning and Development Approvals Department’s appeal of the severance as noted in Annex V, and;

1. That staff withdraw the appeal of the decision by the Rural Alliance Severance Committee RA 105/2000 and RA 106/2000 (Stewart James), and;

2. That staff withdraw the appeal to the Ontario Municipal Board of the Stanley severances subject to the applicant placing the appropriate warning of the mineral resource area on title and that any residence be situated as far from the mineral resource as possible.

 Planning and Environment Committee Report No. 67

1. Water Connections - Merivale Road

Committee Recommendations

That Council approve:

1. Upon request by the landowners of lots with existing dwellings along Merivale Road between the existing 406 mm watermain at Amberwood Crescent to Beckstead Road that water services be installed from the watermain to the lot line.

2. The cost of the work to be done within the Regional right-of-way to be assigned to each homeowner be the Service Connection Charge, Water Meter Installation Charge and the excavation, backfill and reinstatement costs to the lot line for the property plus $190 multiplied by the portion of the lot adjacent to Merivale (to a maximum of 30 metres).

3. The owners who connect to the watermain be charged interest at the rate imposed on any debentures issued for the project, or if no debentures are issued, at the debenture rate the Region would be charged at the date the project is complete.

4. Any future connections be charged the normal rates under the Regional Regulatory Code for connections to Regional watermains.

5. The landowners have the opportunity to pay the amount owing in a lump sum or amortise such cost over a period of ten years.

6. That capital and debenture authority in the amount of $110,000 be established.

2. Draft Regional Official Plan Amendment 9 - Kanata West Business Park

Committee Recommendations as Amended

That Council approve the amendments contained in the attached Regional Official Plan Amendment 9, as amended by the following:

That the words "and the lands between Maple Grove Road and Hazeldean Road mentioned in Section 12 above" be added to Section 13, after the words "Business Park", in both places

Transportation Committee Report No. 70

1. Modifications To Cyrville Road North Of Innes Road To Accommodate The La-Z-Boy Furniture Gallery - Public Hearing

Committee Recommendations

Having held a public hearing, that Council approve the modifications to Cyrville Road, north of Innes Road, as described in the report and illustrated in Annex B, subject to the proponent, LA-Z-BOY Furniture Gallery:

a. funding the total cost for the roadway modifications; and,

b. executing a legal agreement with respect to the above.

2. Turtle Crossing Signs Proposal

Committee Recommendations As Amended

1. That Council approve the installation of Turtle Crossing signs at the main crossing areas where they are needed on RMOC roads and highways and that funding for the signs be found from within the Departmental budget.

2. That the Turtle S.H.E.L.L.S. Committee examine Cassels Rd. at its west end (leading to the Britannia Water Purification Plant) to determine if there is a need for a sign there to protect the turtles, and if the need exists, the Region will install a sign at that point.

3. Maintenance Of Regional Rights-Of-Way For Utility, Construction and Maintenance Activities - Consultant Report

Committee Recommendations

That Council:

1. receive the Ainley Group report entitled Management of Regional Rights-of-Way for Utility, Construction and Maintenance Activities, on file with the Regional Clerks Department;

2. forward the report to the Ottawa Transition Board for consideration with respect to establishing the administration of the new City of Ottawa;

3. amend the Regional Regulatory Code to provide:

a. a moratorium for road cuts in accordance with this report, with the exception of necessary utility repair and maintenance works to existing underground plant;

b. a pavement degradation fee in accordance with this report; and

c. removal of the permanent warranty provisions, and a change of the existing liability period from 24 months to 36 months;

4. advertise the Regulatory Code amendments as coming into effect two weeks after the date of Council’s approval of this report.
