The Council of the Regional Municipality of Ottawa-Carleton met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 10 November 1999 at 1:30 p.m.

The meeting was called to order at 1:40 p.m. and opened with the singing of the National Anthem, sung by nine soloists from Canterbury High School.

The Regional Chair, Robert Chiarelli, presided and led Council in prayer.

ALL MEMBERS WERE PRESENT EXCEPT COUNCILLORS CANTIN, LONEY AND BEAMISH.

 

Confirmation Of Minutes

The minutes of the Regular Council meeting of 27 October 1999 were confirmed.

In Memorium

Regional Chair, Robert Chiarelli’s comments:

"We were deeply saddened this morning to learn of the passing of Marthe Cantin, mother of Councillor Richard Cantin. Mrs. Cantin is survived by her husband Jean-Paul and sons, Jean-Pierre and Richard, and pre-deceased by son, Jean-Marc. She was known as a loving grandmother to her grandchildren, Eric, Michael, Chantal, Alexandre and Anick.

I have been informed that there will be no visitation; but there will be a service held this Friday morning at 10:00 at St. Joseph’s Parish on St. Joseph Boulevard in Orleans. It is requested that, in lieu of flowers, donations may be made to the Heart and Stroke Foundation of Ontario or the Canadian Diabetes Association.

Declarations Of Interest Arising From Prior Meetings Of Council And Committees

Communications

1. The Honourable Allan Rock, Minister of Health, commending Regional Council for approving the recommendations contained in the final report of the Ottawa-Carleton Hepatitis C Joint Working Group.

The Minister stated that the federal, provincial and territorial governments agreed to offer financial assistance to those Canadians infected with Hepatitis C between January 1, 1986 - July 1, 1990. He stated that much discussion had taken place on how to assist those infected outside the 1986 - 1990 time frame. To that end, the Minister outlined the four key elements of the comprehensive proposal he submitted to his provincial and territorial colleagues to assist those infected with Hepatitis C through the blood system. He also provided details on Health Canada’s future undertakings and initiatives with respect to Hepatitis C.

 

2. City of Cumberland, at its Council meeting of September 7, 1999, was provided with a copy of the Township of Severn’s resolution petitioning the Province to reinstate appropriate levels of funding for water and sewer works. To this end, City of Cumberland requesting that the Region consider supporting the Township of Severn’s resolution.

Community Services Committee Report No. 36

 

1. Region’s Task Force on Employment: "Partners for Jobs"

 

Committee Recommendation

That Council approve this report and the Region’s role to provide overall leadership for the Strategic Directions contained in the Final Report of the Task Force on Employment.

2. Preliminary Costing of the Task Force on Poverty Recommendations

 

Committee Recommendations as Amended

That Council approve the following:

1. That 30% of the savings from the decline in social assistance caseload, to a cap of $1 million, be earmarked in the 2000 budget estimates to implement specific recommendations of the Task Force on Poverty which assist people in making the transition from social assistance to employment and/or which help the working poor remain off assistance, and;

      1. That the Task Force on Poverty, working with regional staff, priorize their recommendations within the framework of helping the transition off social assistance and helping the working poor.

3. International Union of Local Authorities (IULA)

Declaration on Women in Government

 

Committee Recommendations as Amended

1. That Council adopt the International Union of Local Authorities (IULA) Worldwide Declaration on Women in Local Government.

2. That, in order to implement this decision, the Regional Municipality of Ottawa-Carleton (RMOC) set up a Working Group made up of elected Councillors, staff of the RMOC (from among OC Transpo, Health Department, Environment and Transportation, Social Services, Police, Planning and Development Approvals as the lead department and Human Resources), community representatives from local women’s groups and organizations serving women’s needs and representatives from the Women’s Studies Programs at the University of Ottawa and Carleton University. This working group will be charged with doing a study of the current situation and the gaps in the current situation of women’s access to regional government services and employment (including finding ways to fund this study). The study will address the diverse needs and circumstances of women and the results of the study will propose recommendations to the RMOC on ensuring women’s access to services and employment.

Corporate Services and Economic Development Committee Report No. 49

 

1. Rural Water Quality Programme

Committee Recommendation

That Council approve the award of Contract No. CC-9897 in the amount of $116,800 for professional services from the South Nation Conservation Authority over the next two years to assist in the development and implementation of a Rural Clean Water Programme.

2. Support To Region of Ottawa Carleton

Ambulance Bid Preparation Team

 

Committee Recommendation

That Council approve the award of Proposal No. 01299-99037-P01/99 to The ACD Group, LLC, Springfield, Virginia, and IBI Group, Toronto, Ontario, to assist the Ambulance Bid Preparation Team in the preparation, design and development of a Land Ambulance System for a total contract upset limit of $330,000.00.

4. Replacement Of Lost Debenture

That Council approve the enactment of a by-law authorizing the issue of a replacement debenture in accordance with existing legislation.

5. Land Acquisition

Hunt Club Road/Moodie Drive Realignment, Nepean

 

Committee Recommendations

That Council:

1. Approve the acquisition of vacant land containing a total area of 1.241 ha from the National Capital Commission required for the Hunt Club Road/Moodie Drive realignment, located in Part of Lots 30 and 31, Concession 4 and 5 (Rideau Front), City of Nepean, shown as Parts 1, 2, 6, 7, 8, 9, 10, and 11 on reference Plan 4R- 14822, for the consideration of $16,905, plus GST;

2. Declare as surplus to Regional needs the lands legally described as being Part of the Road Allowance between Lots 30 and 31, Concession 5 (Rideau Front), City of Nepean shown as Part 3 on Plan 4R-14822, containing an area of 0.557 ha;

3. Approve a road closing by-law and sale of land described in recommendation 2 to the National Capital Commission for $1.00.

1. That Condition No. 31 of the Regional Conditions for Final Approval (Annex C) be amended by the addition of the words: "currently and possible expansion of airport activities in the future.", and

Having held a public hearing, that Council:

1. Approve the scope of works contained in this report;

2. Approve the preliminary design for the project as detailed in the presentation drawings;

3. Authorize the Environment and Transportation Department to proceed with the relocation of utilities to be determined in the detailed design stage;

4. Approve that a traffic control signal be installed at Sussex Drive and Rideau Gate subject to the National Capital Commission:

(a) paying the total cost of the signal installation;

(b) paying the annual maintenance and operation costs, and;

(c) executing a legal agreement with respect to (a) and (b).

MOTION NO. 206

WHEREAS each year, Canadians commemorate Remembrance Day in honour of the supreme sacrifice that Canadian men and women have paid in the cause of freedom;

AND WHEREAS over time, the traditional two-minute silent tribute has been replaced by the shorter one minute of silence;

AND WHEREAS the Royal Canadian Legion, as a Millennium Project, is seeking to restore the two-minute silence to be observed at 11:00 a.m. each Remembrance Day;

AND WHEREAS the Ontario Government in 1997 introduced the Remembrance Day Observance Act, which promotes the voluntary observance of the two minutes of silence;

THEREFORE BE IT RESOLVED THAT the Council of the Region of Ottawa-Carleton support the observance of two minutes of silence at 11:00 a.m. on November 11th each year, as a fitting tribute to all Veterans;

AND BE IT FURTHER RESOLVED THAT citizens of Ottawa-Carleton, in schools, workplaces, home or places of worship, also be encouraged to stop and offer two minutes of silence in memory of our fallen heroes.

MOTION NO. 208

WHEREAS the Special Advisor on Restructuring will present his Report to the Minister of Municipal Affairs and Housing on November 26th;

AND WHEREAS Special Advisor Glen Shortliffe has conducted his public consultation in an open and transparent way, meeting with all local municipalities and hearing in a public forum from each and every resident who requested the opportunity to address him;

AND WHEREAS this Report is supposed to result in legislation that will change the lives of thousands of people in the Ottawa-Carleton area;

AND WHEREAS the Minister of Municipal Affairs and Housing currently plans to receive this report in secret;

AND WHEREAS the people of Ottawa-Carleton and other areas affected by restructuring have the right to know what the Special Advisor will be recommending to the Minister and whether or not the resulting legislation bears any resemblance to those recommendations;

AND WHEREAS public trust in the new system of governance will largely depend on the public confidence in knowing that the Minister will be acting in accord with a "made in Ottawa-Carleton" recommendation;

THEREFORE BE IT RESOLVED THAT the Council of the Region of Ottawa-Carleton demand that the Report of the Special Advisor on Restructuring, Mr. Glen Shortliffe, and the reports of the Special Advisors in the Sudbury, Hamilton-Wentworth and Haldimand-Norfolk regions be made public at the same time as they are presented to the Minister.

BE IT FURTHER RESOLVED THAT this resolution be sent to the Minister of Municipal Affairs and to the M.P.P.’s from the Ottawa-Carleton area.

BE IT FURTHER RESOLVED THAT this resolution be sent to the Councils of our partner municipalities in Ottawa-Carleton and to the municipalities and regional governments in the other three areas affected by restructuring for endorsement.
