Planning and Environment Committee Report No. 52

 

1. Public Meeting to Consider Draft Regional Official Plan Amendment 2 -

Trim Road Realignment, City of Cumberland

 

Committee Recommendation

That, having held a public meeting, Council enact a by-law to adopt draft Regional Official Plan Amendment 2 to the 1997 Regional Official Plan, attached as Annex A to this report, and that staff be directed to issue the required Notice of Adoption.

2. Public Meeting to Consider Draft Regional Official Plan Amendment 3 - Palladium Auto-Park

 

Committee Recommendation as Amended

That, having held a public meeting, Council enact a by-law to adopt Regional Official Plan Amendment No. 3 to the 1997 Regional Official Plan attached as Annex A to this report, and that staff be directed to issue the required Notice of Adoption.

3. Township of Osgoode Official Plan Amendment No. 6 - Village of Greely

 

Committee Recommendations

That Council:

1. Lift Deferral No. 9 to the Township of Osgoode Comprehensive Official Plan insofar as it affects part of Lot 7, Conc. IV and approve the designation of "Residential" as described on the Approval Page attached as Annex I.

2. Approve Official Plan Amendment No. 6 to the Township of Osgoode Official Plan as per the Approval Page attached as Annex II.

Transportation Committee Report No. 56

 

1. Ottawa River Parkway Bus Stops - Proposed Ambleside Community

Location Concept Design Status Report

 

Committee Recommendation As Amended

That Council approve that the Ambleside Community/New Orchard bus stop concept design be approved and that the final design come back to the Transportation Committee for information.

2. Pedestrian Signal Installation On Meadowlands Drive

(Regional Road 51) On The East Side Of Perry Street

 

Committee Recommendations

That Council approve the installation of an intersection pedestrian signal on Meadowlands Drive on the east side of Perry Street, subject to the City of Nepean:

 

a. paying the total cost of the signal installation;

b. paying the annual maintenance and operating costs, and;

c. executing a legal agreement with respect to a. and b.

3. 1998/1999 Traffic Control Signal Programmes

 

Committee Recommendations

That Council approve:

1. that intersections listed in Annex A that meet 75% of the warrant requirement, be further reviewed in the Year 2000 Traffic Control Signal Programme;

2. that intersections listed in Annex A that failed to meet 75% of the warrant requirement, not be reviewed in the Year 2000 Traffic Control Signal Programme unless requested by the Ward Councillor, and;

3. initiation of the public consultation process to install traffic control signals at the following locations:

 

a. Holland Avenue at Spencer Street;

b. Baseline Road at Monterey Drive;

c. Orleans Boulevard at Forest Valley Drive;

d. Fisher Avenue at Prince of Wales Drive, and;

e. Champlain Street at Regional Road 174 (westbound exit ramp/Park and Ride lot).

4. 1998/1999 Pedestrian Signal Programmes

 

Committee Recommendations

That Council approve:

    1. that the pedestrian crossing locations listed in Annex A that meet 75% but not 100% of the warrant requirement, be further reviewed in the year 2000 Pedestrian Signal Programme;
    2. that the pedestrian crossing locations listed in Annex A that fail to meet 75% of the warrant requirement, not be reviewed in the year 2000 Pedestrian Signal Programme unless requested by the ward Councillor, and;
    3. that a public consultation process be initiated for the proposed roadway modifications for the intersection of Bank Street and McLeod Street (Annex D), where the proposed modifications are in lieu of a warranted pedestrian signal.

Transportation Committee Report No. 57

 

Modifications to Industrial Avenue immediately west of St. Laurent Boulevard to Accommodate the Development at 911 Industrial - Addendum Report

 

Committee Recommendation As Amended

That Council approve that temporary access be limited to right-in/right-out only.

MOTION NO. 32

RESOLVED THAT the Recommendation set out in Transportation Committee Report No. 57 be replaced by the following:

"The Transportation Committee having held a public hearing, that Council approve the roadway modifications to Industrial Avenue, immediately west of St. Laurent Boulevard as described in the report dated November 1, 1999, and illustrated in Annex B, subject to the proponent, Malaway Investments Limited:

1. funding the total cost for the roadway modifications and the associated utility relocations;

2. following a review within three years of the need to install traffic control signals or additional roadway modifications, funding part of the cost of such additional measures as the Region determines to be acceptable; and

3. executing a legal agreement with respect to the above."

MOTION NO. 34

Moved by Councillor D. Holmes

Seconded by Councillor A. Loney

WHEREAS all local municipalities allow and encourage members of the public to be involved in the discussion of local issues, permitting five-minute presentations to the City of Ottawa and Regional Council committees and allowing presentations or questions directly to full Council in almost all of the other municipalities; and

WHEREAS the Ottawa Transition Board has stated that any member of the public, community association, business owner or other interested party is limited to addressing the Board for five minutes on one topic one time only over the course of the entire year 2000; and

WHEREAS the Transition Board has been given all the powers of a municipal Council and has been told by the Provincial Government that it must conform to all rules and regulations that apply to municipal Councils; and

WHEREAS a one-time-only five-minute limit on groups, businesses and individuals is undemocratic, dictatorial and not in keeping with the traditions of public participation practiced by all local municipalities;

WHEREAS the Transition Board is inexperienced in many of the local issues they will be making decisions about and would benefit from the opportunity to hear from and involve the public;

BE IT RESOLVED THAT Regional Council request the Transition Board apply the same rules that Regional Council does, namely that members of the public, community associations, businesses and others are given up to five minutes to address items on public agendas; and

FURTHER THAT Regional Council circulates this resolution to all local MPPs and the Minister of Municipal Affairs and Housing to request that they support this position and communicate their views on this to the Transition Board directly.

WHEREAS the Transition Board has proposed a schedule of consultations with municipal Councils that extends through September;

BE IT RESOLVED THAT Regional Council request of the Transition Board that all municipal Councils be afforded the opportunity to meet and consult with the Board before the end of June.
