That the Planning and Environment Committee confirm the Minutes of the meeting of 08 April 1997.

1. *PUBLIC MEETING TO CONSIDER

DRAFT REGIONAL OFFICIAL PLAN AMENDMENT 70
CARLSBAD SPRINGS WATER SUPPLY SERVICE AREA -ADDITION OF PART OF NINTH LINE ROAD, HALL ROAD

AND LEITRIM ROAD, CITY OF GLOUCESTER

That, having held a public meeting, the Planning and Environment Committee recommend Council:

1. Enact a bylaw to adopt Regional Official Plan Amendment 70 as attached in Annex A;

2. Subject to recommendation 1, direct staff to include the servicing area described in the Regional Official Plan Amendment 70 into the Carlsbad Springs Water Supply project subject to Ministerial approval and project funding limit;

3. Subject to recommendation 1, approve the cost recovery of any project cost in excess of $6.0 million from the benefiting properties included under Regional Official Plan Amendment 70.

2. CITY OF OTTAWA COMPREHENSIVE

OFFICIAL PLAN - DEFERRALS NOS. 15 AND 23

That the Planning and Environment Committee recommend that Council lift Deferrals Nos. 15 and 23 to the City of Ottawa Official Plan and refer the same sections of the text and schedule to the Ontario Municipal Board in accordance with the revisions to the original Approval Pages attached as Annex I.

3. REFERRAL OF CITY OF OTTAWA OFFICIAL PLAN

AMENDMENT NO. 3 TO THE ONTARIO MUNICIPAL BOARD

That the Planning and Environment Committee recommend that Council refer to the Ontario Municipal Board City of Ottawa Official Plan Amendment No. 3 together with the proposed modifications attached as Annex I and that the Board be advised that as this Amendment conforms with Regional Official Plan Amendment No. 49 Council supports its approval.

4. BY-LAW ENFORCEMENT AND MFIPPA REQUIREMENTS

That the following Motion be Tabled for discussion in conjunction with the report on the revisions to the Sewer Use By-Law:

That an annual report be prepared on the enforcement of the Regional Sewer By-Law, including the number of warning notices given, the number of Part III Summons given, and the number and listing of convictions (including the name of offender, date and place of incident), subject to the provisions of MFIPPA:

And that the first annual report be prepared and presented to Committee and Council by the end of June.

5. LAND ACQUISITION - NATURAL ENVIRONMENT

AREA (MARLBOROUGH FOREST)
OWNER: DANUSIA STRUMILLO-ORLEANOWICZ

That Planning and Environment Committee approve the following action:

1. Recommend to the Corporate Services and Economic Development Committee the acquisition of the west one-half of Lot 23, Concession 7, former Township of Marlborough, now Township of Rideau from Danusia Strumillo-Orleanowicz as an addition to the Marlborough Forest for a consideration of $30,375.00;

2. Planning and Development Approvals Department make application to the Ministry of Natural Resources for subsidy and to approve the addition of these lands to the Management Agreement;

3. Upon receipt of approval of the Ministry of Natural Resources, the Marlborough Forest addition be brought to Council for confirmation and a by-law adding land to the Management Agreement be submitted for adoption.
