REGIONAL TRANSIT COMMISSION

MINUTES OF MEETING

The Ottawa-Carleton Regional Transit Commission met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 12 April 2000.

The meeting was called to order at 3:38 p.m. with Commission Chair Al Loney presiding.

ALL MEMBERS WERE PRESENT EXCEPT COMMISSIONERS HOLMES, MEILLEUR AND VAN DEN HAM.

CONFIRMATION OF MINUTES

The minutes of the Regular Ottawa-Carleton Regional Transit Commission meeting of 8 March 2000 were confirmed.

DECLARATIONS OF INTEREST ARISING FROM PRIOR MEETINGS OF THE COMMISSION AND THE TRANSIT SERVICES COMMITTEE

No declarations of interest were filed.

REPORT NO. 00-20

1. Crime Prevention Through Environmental Design

Committee Recommendation As Amended

That the Ottawa-Carleton Regional Transit Commission approve that $10,000 be provided to the Women’s Action Centre Against Violence (WACAV) for safety audits of already constructed transitway stations in 2000.

Seconded by Commissioner W. Byrne

RESOLVED THAT the WACAV work in partnership with OC Transpo and Regional Police to conduct safety audits in current and future transit stations.

Item 1 of Ottawa-Carleton Regional Transit Services Committee Report No. 00-20 as amended by Motion No. TC-9 was then put to the Commission and "CARRIED" with Commissioners Beamish and Hunter dissenting.

2. Transit Priority In Construction Projects

Committee Recommendations As Amended

That the Commission approve:

1. That the HOV lanes on the Portage Bridge be bus-only lanes and that the proposed HOV lanes on the Champlain Bridge also be designated bus-only;

2. That there be a report in the fall of 2000 on an enforcement line item in the 2001 budget to provide for ticketing and towing in bus-only lanes including Slater and Albert Streets and that the report be listed on the Transit Services Committee Agenda.

 

Conflict of Interest

Commissioner R. Cantin declared an interest on Item 2 of Transit Services Committee Report No. 00-20 – Transit Priority in Construction Projects, as he is acting as a Consultant to a firm who has dealings with the STO.

Commissioner Cantin did not take part in the discussion or vote on this item.

Recommendation 1 of Item 2 was then put to the Commission and "CARRIED" on a division of 12 YEAS to 2 NAYS as follows:

YEAS: Commissioners Hill, Bellemare, Hume, Stewart, Loney, Byrne, Beamish, Kreling, Munter, Davis, Legendre and Doucet…12

NAYS: Commissioners McGoldrick-Larsen and Hunter…2

Recommendation 2 of Item 2 was then put to the Commission and "CARRIED".

MOTION TO ADOPT COMMITTEE REPORTS

Seconded by Commissioner B. Hill

RESOLVED THAT Ottawa-Carleton Regional Transit Services Committee Report No. 00-20 be received and adopted as amended by Motion No. TC-9.

"CARRIED" with dissents as recorded on various items.

RESOLVED THAT By-law 3 of 2000 to confirm the proceedings of the Ottawa-Carleton Regional Transit Commission be enacted and passed.
