MINUTES OF MEETING

 

 

 

The Ottawa-Carleton Regional Transit Commission met at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 9 June 1999.

The meeting was called to order at 2:22 p.m. with Commission Chair Al Loney presiding.

ALL MEMBERS WERE PRESENT EXCEPT COMMISSIONERS HOLMES AND STEWART.

 

CONFIRMATION OF MINUTES

The minutes of the Ottawa-Carleton Regional Transit Commission meeting of 28 April 1999 were confirmed.

 

DECLARATIONS OF INTEREST ARISING FROM PRIOR MEETINGS OF THE COMMISSION AND THE TRANSIT SERVICES COMMITTEE

No declarations of interest were filed.

1. SERVICE DESIGN GUIDELINES AND

1999 ANNUAL PERFORMANCE REVIEW

COMMITTEE RECOMMENDATIONS AS AMENDED

That the Commission approve that:

    1. the Service Design Guidelines be amended to change the minimum cost-recovery targets on local routes to 25% in off-peak hours and 35% in core hours;
    2. these guidelines be applied to the 1999 service, as outlined in this report and summarized in Appendix A;
    3. for future years staff be empowered to apply the approved guidelines as part of the regular scheduling process, and that the changes resulting from applying the guidelines be part of the annual Transplan process.

2. TRANSPLAN 99

COMMITTEE RECOMMENDATION

That the Commission approve that the service plan for 1999/2000, based on public and employee consultations through Transplan 99, be implemented in September 1999.

RESOLVED THAT Item 2 of Transit Services Committee Report No. 99-14 – Transplan 99, be amended so that the routing for the Number 2 bus continue to include Jasmine Crescent.

Item 2 of Transit Services Committee Report No. 99-14 as amended by Motion No. TC-23 was then put to the Commission and "CARRIED" with Commissioner Munter dissenting on Route 183.

 

 

3. ADVANCED PURCHASE OF 22 LOW-FLOOR, ARTICULATED BUSES

COMMITTEE RECOMMENDATION

That the Commission approve the advanced purchase to Year 2000 of 22 low-floor, articulated buses currently planned for 2001.

"CARRIED" with Commissioners Beamish, Hill and Hunter dissenting.

 

4. SUMMER DISCOUNTS FOR STUDENTS FROM

OUT-OF-TOWN UNIVERSITIES AND COLLEGES

COMMITTEE RECOMMENDATION

That the Commission approve that discounted student passes be extended to students, from June 1, 1999, to September 30, 1999, who are living in the Region for the summer while attending out-of-town universities and colleges.

RESOLVED THAT Motion No. TC-25 be amended to add that the language requirement for the General Manager at OC Transpo no be an essential for internal candidates, although, if chosen as the best candidate, he/she undertake to meet the language proficiency within one year of appointment.
