MINUTES OF MEETING

 

 

A special meeting of the Ottawa-Carleton Regional Transit Commission was called to meet at Haydon Hall, Regional Headquarters, 111 Lisgar Street, Ottawa, on Wednesday, 22 December 1999, for the purpose of considering Ottawa-Carleton Regional Transit Services Committee Report No. 99-17 regarding the 2000 Transit Services Committee Budget Review.

The meeting was called to order at 9:10 a.m. The Commission Chair, Al Loney, presided and lead the Commission in prayer.

ALL MEMBERS WERE PRESENT EXCEPT COMMISSIONER VAN DEN HAM.

 

CONFIRMATION OF MINUTES

The minutes of the Ottawa-Carleton Regional Transit Commission meeting of 8 December 1999 were confirmed.

No declarations of interest were filed.

 

 

MOTION TO INTRODUCE COMMITTEE REPORTS

RESOLVED THAT the Rules of Procedure be suspended in order that the Commission may receive and consider Ottawa-Carleton Regional Transit Services Committee Report No. 99-17.

2000 Transit Services Committee Budget Review

Committee Recommendation As Amended

That the Ottawa-Carleton Regional Transit Commission approve the 2000 Draft Operating Estimates-OC Transpo Supplementary Information, as tabled with Regional Council, December 8, 1999 and as amended by the following:

 

2000 DRAFT OPERATING ESTIMATES, OC TRANSPO (p. 3)

That the 2000 Draft Operating Estimates be approved, including fare increases to be introduced on April 1, 2000 as follows:

    1. Ticket prices to increase by 5 cents to 80 cents;
    2. Adult Transpass prices to increase by $1.50 to $58.50; and
    3. Student Transpass prices to increase by $1.00 to $47.75.

"CARRIED" on a division of 10 YEAS to 7 NAYS as follows:

YEAS: Commissioners Legendre, Kreling, McGoldrick-Larsen, Hill, Doucet, Cantin, Stewart, Bellemare, Chiarelli and Chair Loney…10

NAYS: Commissioners Meilleur, Holmes, Beamish, Hume, Munter, Byrne and Davis…7

 

2000 DRAFT OPERATING ESTIMATES, PARA TRANSPO (p. 11)

That the 2000 Draft Operating Estimates, Para Transpo, be approved, as amended by the following:

1. That approval be given for a total of $240,000 which has been added to the Para Transpo 2000 draft operating estimates in order to increase the number of trips provided to Para Transpo customers by approximately 13,000. That the $240,000 be drawn from Para Transpo operating reserves.

2. That approval in principle be given for a taxi pilot project for Para Transpo and authorization for staff to tender for service to provide transportation to some customers who would otherwise be refused service in 2000.

    1. That the review of eligibility for Para Transpo be completed by June, 2000 and that any freed up service be re-deployed to customers who cannot use regular transit.

2000 DRAFT CAPITAL ESTIMATES, OC TRANSPO (pp. 15 - 21)

1. That the 2000 Draft Capital Estimates be approved, with new Authority for $18,179,000.

2. That approval be given to create debenture authority of $21,592,000 to allow the purchase of buses in 2000 for delivery in 2001.

RESOLVED THAT Transit Services Report No. 99-17 – The 2000 Draft Capital Estimates - OC Transpo, be amended by deleting the requirement for the $21,592,000 debenture authority for the purchase of buses.

Ottawa-Carleton Regional Transit Services Committee Report No. 99-17 – 2000 Transit Services Committee Budget Review, as amended by Motion No. TC-50 was then put to the Commission and "CARRIED".

 

MOTION TO ADOPT COMMITTEE REPORTS

Seconded by Commissioner L. Davis

RESOLVED THAT Ottawa-Carleton Regional Transit Services Committee Report No. 99-17 be received and adopted as amended by Motion No. TC-50.

"CARRIED" with dissents as recorded on various items.

 

 

CONFIRMATION BY-LAW

Seconded by Commissioner B. Chiarelli

RESOLVED THAT By-law 13 of 1999 to confirm the proceedings of the Ottawa-Carleton Regional Transit Commission be enacted and passed.

BY-LAW ENACTED AND PASSED.
