1. the Citizens’ Review Panel on Local Government Restructuring in Ottawa-Carleton: Work and Consultation Plan attached as Annex A;

 

2. the Budget in support of the Workplan, in the amount of $250,000 as detailed in the attached Annex B of which 50 percent is payable by the RMOC, with 50 percent allocated between the City of Ottawa and the area municipalities represented by the Ottawa-Carleton Mayors Forum.

That the Corporate Services and Economic Development Committee and Council approve the next phase of Contract CC-4126 with Robinson Consultants Incorporated, Kanata, to provide construction administration and supervision services, for the Glen Cairn Trunk Sewer - Phase 2 project, for a contract amount of $216,000, bringing the revised total contract provision to $841,330.

 

 

4. LAURIER AVENUE EAST REHABILITATION SCOPE CHANGE

That the Corporate Services and Economic Development Committee and Council approve an increase in scope to D.S. Lea Associates Ltd., Ottawa, for detailed engineering design services for lighting and construction services for the Laurier Avenue East rehabilitation project in the amount of $110,000, bringing the revised total to $760,000.

 

 

5. WELLINGTON STREET REHABILITATION -PHASE II

CONSULTANT APPOINTMENT EXTENSION

That the Corporate Services and Economic Development Committee and Council approve an increase in the scope of work to McCormick Rankin & Associates Ltd., Ottawa, for additional design services and construction services for the Wellington Street Rehabilitation project Phase II, in the amount of $230,000, bringing the revised total contract provision to $2,425,000.

 

 

 

6. SNOW AND ICE CONTROL ROUTE PLANNING

AND OPTIMIZATION - SCOPE CHANGE

That the Corporate Services and Economic Development Committee and Council approve the scope changes to Phase II of the assignment with PSR Group Limited, Nepean, for the engineering services for Snow and Ice Control Route Planning and Optimization, in the amount of $10,000, bringing the revised total contract provision to $85,000.

 

 

7. SNOW DISPOSAL SITE ENTRY FEE

That the Corporate Services and Economic Development Committee recommend Council approve a snow disposal site entry fee (tipping fee) of $1.50 per cubic metre ($1.50/m3), the proposed fee being unchanged from that established for the 1996/1997 winter season.

That the Corporate Services and Economic Development Committee and Council approve an advance in project authority for Capital Project 922-43434, Information Management Systems Programme, in the amount of $525,000 from future years programme authority with no increase to the overall programme authority.

9. REGIONAL DEVELOPMENT CHARGES - CONDITIONS OF DEVELOPMENT

SOUTH KEYS SHOPPING CENTRE

That the Corporate Services and Economic Development Committee recommend Council approve that:

 

1. An amount of $310,421.51 be paid to the owners of the South Keys Shopping Centre (South Keys Shopping Centres Limited and 802700 Ontario Inc.) for the following:

 

(a) retaining wall ($155,078.63);

(b) water and sanitary service to the South Keys Transit Station ($28,085.30);

(c) 60% of the cost of the pedestrian walkway from Bank Street to the South Keys Transit Station ($89,145.09);

(d) the costs for the oversizing of the storm sewer to accommodate the flows generated by the development of the South Keys Transit Station ($38,112.49);

 

2. The Region agree to delete the provisions attached as Annex A to this report from the Subdivision/Site Plan Agreement with owners of the South Keys Shopping Centre;

 

3. As a term of this settlement, the owners of the South Keys Shopping Centre abandon any claims under the Development Charges Act, sections 8 and 13 and that the owners abandon any claim to have any further modifications made to the subdivision/site plan agreements.

2. J.L. Richards & Associates Limited in association with Mill & Ross Architects Inc. to provide architectural services for the Island Long Term Care Facility at a cost of $952,300 (GST included).

That the Corporate Services and Economic Development Committee recommend Council, subject to the legal closing of a portion of Hunt Club Road:

 

1. Declare as surplus to Regional needs, that part of Hunt Club Road located east of Hunt Club Road and south of Bank Street, in the City of Ottawa legally described as Parts 1 to 10 inclusive, on Reference Plan 5R-14483 and Block E, on Plan 4M-235, containing a total area of approximately 1793.3 m2, as indicated on Annex A, attached;

 

2. Accept an offer from Truscan Property Corporation (Truscan) in the amount of $150,000 for the lands described in Recommendation 1, in accordance with the terms outlined in this report.

2. Approve the sale of the subject land to Wissam, Bishara and Nehme Elias for the amount of $6,000.00, subject to a road closing by-law being passed, the granting of required easements and pursuant to an agreement of Purchase and Sale that has been received.

 

 

21. LAND ACQUISITION - HUNT CLUB EXTENSION - PHASE II

22. LAND ACQUISITION - 1140 ALENMEDE CRESCENT

2. the Ottawa-Carleton Fair Tax Committee be provided one-person year as a resource to provide administrative and clerical support to the committee;
