1. ENERGY COMPETITION ACT, 1998 - POTENTIAL IMPACTS

OF HYDRO-ELECTRICITY RESTRUCTURING

report dated 10 Feb 99

Councillor van den Ham referenced rural rate assistance under the Power Corporation Act and inquired if this would continue under the municipal electric utilities (MEU).
P. Hughes, Manager, Civil Litigation, reported rural rate assistance was guaranteed under Bill 35, but only for those currently entitled to it. He further explained it is dependant on

whether the resident is currently receiving rural rate assistance (as of the date Bill 35 comes into existence), and is not dependant on who is currently providing the hydro (either an Ontario Hydro retail or MEU). Mr. Hughes indicated the lack of guarantee for those residents subsequently coming into the rural areas was a concern raised to the Standing Committee dealing with the Bill.

2. WASTEWATER FLOW MONITORING STUDIES

CONSULTANT APPOINTMENTS - NOS. CA9619, CA9620, CA9621

- Environment and Transportation Commissioner’s report dated 27 Jan 99

Councillor Cantin inquired if there was a monitoring system to identify where water was lost, either through major leaks, the use of fire hydrants for water trucks fill-ups, etc.
A. Proulx, Director, Water Division, reported a leak detection program was conducted over a five year cycle, with approximately 500 kilometres completed per year. Mr. Proulx reported the proactive program was conducted in-house throughout the summer months, and once leaks were discovered, they were included into the maintenance program.

Mr. Proulx explained how the Region determined the amount of unaccounted water, and believed it was in the range of approximately 25%. He pointed out other jurisdictions were as low as 10-12% (noting Ottawa-Carleton’s winter conditions), with others as high as 40%. Mr. Proulx stated it was an important ongoing program, indicating some causes for the unaccounted water were fire protection, maintenance, and reservoirs.

That the Corporate Services and Economic Development Committee and Council approve:

1. The award of contract CA9619 for the Vanier Wastewater Collection System Flow Monitoring Study to Ainley Graham and Associates Limited, Gloucester, for a total contract provision of $79,500, of which 50% will be recovered from the City of Vanier;

2. The award of contract CA9620 for the Cathcart Square Flow Monitoring Study to Ainley Graham and Associates Limited, Gloucester, for a total contract provision of $94,500;

3. The award of contract CA9621 for the Stittsville Trunk Sewer and the Conroy Road Trunk Sewer Flow Monitoring Study to Stantec Consulting Limited, Ottawa, for a total contract provision of $47,000.

That the Corporate Services and Economic Development Committee recommend Council approve the Memorandum of Agreement between the Regional Municipality of Ottawa-Carleton and the Ontario Nurses Association dated 14 January 1999 which is summarized in Appendix A.
