1. ENDORSEMENT OF THE GOOD NEIGHBOURS GROUP

That the Community Services Committee recommend Council endorse the initiative of the Good Neighbours Group in Ottawa-Carleton.

2. PRIORITIES FOR HEALTH GRANTS

That the Community Services Committee approve the following areas priorities for the 1997 Health Grants:

  1. Women's health; and

  1. Strategies that improve health by reducing risk-taking behaviour among young people.

3. PRIORITIES FOR SOCIAL SERVICES ONE-TIME GRANTS, 1997

That the Community Services Committee approve the following priorities for the 1997 allocation of One-Time Grants:

  1. Homelessness
  2. Services to ethnic and racial minorities and aboriginal groups
  3. Initiatives which enable people on low-income to influence issues and policies which affect them (client-led advocacy)

4. UPDATE REPORT - YOUTH ASSISTANCE PROGRAM SERVING

16-AND-17-YEAR-OLD GENERAL WELFARE ASSISTANCE CLIENTS

That the Community Services Committee recommend Council receive this report for information

5. RESPONSE TO CSC DIRECTION TO PROVIDE RMOC OPTIONS TO PROVINICIAL CHANGES TO DRUG BENEFIT PROGRAMS

That on a one-time basis the Social Services Department provide a 100% subsidy of Trillium Drug Program deductibles for low-income people who formerly qualified for drug benefits under Special Assistance and Supplementary Aid at an estimated cost of $175,000.

That Regional Council congratulate the provincial government for reducing the Trillium Drug Plan deductibles but notify the government that the deductibles are still so high as to be a barrier to the program for many people.

That RMOC staff advocate with community partners to reform the Trillium Drug Plan.

CARRIED

That staff be directed to prepare an information report in six months on the status of changes to the Trillium Drug Plan and the proportion of those who formerly qualified for special assistance/supplementary aid who have moved to the program.

That the rules of procedure be waived to allow this item to rise to the 24 April 1996 Council meeting; and

That the Finance Commissioner be requested to offer his comment by that date.
