1. FULL FEE RATES IN MUNICIPAL CENTRES

- Social Services Commissioner’s report dated 31 May 99 01

That the Community Services Committee recommend Council approve holding the rates charged to full fee payers in child care centres operated by the Region at 1998 levels as indicated below:

Infant $53.00

Toddler $41.80

Preschool $30.10

Kindergarten $21.25

School Age $12.65

 

 

2. 1999 PER DIEM AND ADMINISTRATION RATES FOR COMMUNITY CHILD CARE AGENCIES

-Social Services Commissioner’s report dated 27 may 99 04

That the Community Services Committee recommend Council approve:

    1. The per diem and administration rates for community child care agencies as presented in the column entitled 1999 Recommended Rates in Schedule A retroactive to January 1, 1999,
    2. An increase of 1.5 % in salaries and wages for all community child care agencies and home child care provider rates conditional on receipt of provincial cost sharing ,

    1. The provision of the Region’s 20% share of a 1% pay equity adjustment for 1999 for not for profit community child care agencies once approved by the Province.



SOCIAL SERVICES/SOCIAL HOUSING

3. PROPOSED REGIONAL ROLE IN HOUSING
- Special Advisor on Social Housing report dated 31 May 99 17

That the Community Services Committee recommend Council approve the following:

    1. The Region continue to advocate strongly for renewed federal and provincial funding for social housing and to express serious concerns to the Province with regard to future funding liabilities for the existing stock of social housing.
    2. In addition to preparing for the transfer of social housing administration, the Region adopt a role in housing which consists of the following key functions to create more affordable housing, as outlined in this report:

    1. Initial priority in creating additional social housing be given to the homeless and those at risk of homelessness.

 

4 ACTION PLAN TO ADDRESS AND END HOMELESSNESS

    1. That the Community Services Committee recommend Council approve the Community Action Plan for further development and implementation.
    2. That the Community Services Committee recommend Council allocate $1 million from the 1998 Social Housing budget surplus towards the implementation of the Community Action Plan recommendations, and that specific expenditures be subject to Committee and Council approval.

HEALTH

5. FINAL Report of the Ottawa-Carleton Hepatitis C Joint Working Committee
- Associate Medical Officer of Health report dated 10 May 99 33

That the Community Services Committee recommend Council:

    1. Receive this report for information and action pertaining to the Hepatitis C Joint Working Committee as a joint strategy to address hepatitis C infection in Ottawa-Carleton;
    2. Support the submission of the joint proposal to Health Canada - Hepatitis C Community-Based Funds;
    3. Support ongoing work of the Hepatitis C Joint Working Committee, and;
    4. Request the Ontario Ministry of Health, Public Health Branch to fund hepatitis A vaccine for those infected with hepatitis C.

That the Community Services Committee recommend Council approve the following:

1. That staff be directed to prepare a Request for Proposal, in which the two private sector operators and the Region of Ottawa-Carleton will be asked to submit a proposal.

2. That the next steps in the process, as outlined in Annex A, be approved.
