Committee of the Whole met at Rideau Township Hall, on Monday, May 1, 2000,
commencing at 7:10 p.m..
The items and recommendations on the following pages are submitted for the
information and/or approval of Council.

1. ADOPTION OF AGENDA
   The Agenda was adopted as amended.
2. DECLARATIONS OF PECUNIARY INTEREST
   There were no declarations of pecuniary interest.
3. PUBLIC DELEGATIONS
   Committee received the following delegations:
   (a) Peter Hipwell inquired as to the status of a concern he has raised about 
	a notice registered on title to all properties in Lot 11, Concession 3, 
        Marlborough with respect to the existence of the former municipal waste disposal 
        site.  The Clerk indicated that information is still being collected and reviewed 
	by the Township solicitor.  Following her review a report and recommendation will
	be presented to Committee of the Whole.
   (b)  Certificates were presented by the Mayor to the graduating class of Fire
        Department recruits.
4. SPEEDING - FIRST LINE ROAD
   Committee Proceedings
   Councillor Fraser reported that he has received complaints and concerns about
   the speed of traffic on First Line Road.  He proposed that the Township formally request 
   that the police monitor speeding on the road.  The Mayor indicated that the concern has 
   already been passed on to Regional Police who have started monitoring traffic speed along 
   First Line Road.  He intends to stay in touch with the Police to determine the success of 
   the monitoring, and to suggest that they position their electronic sign on First Line Road.
5. LIBRARY AUTOMATION
   Committee Recommendation
   That the Rideau Township Public Library Automation Project be approved, and that $20,979.00 
   be transferred from Working Capital Reserve to fund the Township's contribution, and that 
   staff be authorized to assist the Library Board in preparing a submission to the Ottawa 
   Transition Board for their approval.
   Committee Proceedings
   The Mayor requested that the Committee consider the Library automation proposal presented to 
   members of Council at an informal meeting on April 13th.   Library Chief Executive Officer
   Rudi Denham, addressed Committee to explain the merits of the proposal.
6. EDWARD CRAIG PARK IMPROVEMENTS
   Committee Recommendation
   That Council approve an increase of $1,000.00 in gross expenditure for the Edward Craig Park 
   Project (revised total - $5,500.00), and additional Township funding of $600.00 from Cash-In-Lieu 
   of Parkland Reserve.
   
   Committee Proceedings
   Councillor Stephenson introduced a request to increase the funding for the Edward Craig Park 
   improvements.  The gross expenditure has been revised from $4,500.00 to $5,500.00, and additional 
   Township funding of $600.00 is requested.
7. GEORGE MCLEAN PARK BASKETBALL HOOP
   Committee Proceedings
   Mayor Brooks reported that the residents near George McLean Park are raising funds to pave a pad 
   and erect a basketball net.  They will be using the Arena for a fundraising event and will have 
   donations made to the Township in order that charitable donation receipts may be issued for income
   tax purposes.
8. HENRY AND BAY STREETS
   Committee Proceedings
   Mayor Brooks reported on discussions with a resident of Bay Street about the municipality assuming
   responsibility for Henry and Bay Streets, which were at one time dedicated as public roads, but have 
   never been assumed by by-law or maintained by the Township.
9. INFORMATION
   (a) Management staff provided brief verbal updates on Transition committees and projects.  
   (b) Committee reviewed the calendar of meetings for the months of May and June.
   (c) Councillor Gray requested that the Facilities Manager have staff do a clean-up and trimming of 
       trees in the Park between Hill Street and Van Vliet Road, and that they also check for hanging 
		limbs just off the walking path.
