The Corporation of the Township of Rideau - Committee of the Whole Report REPORT NUMBER CW2000-11 Committee of the Whole met at Rideau Township Hall, on Monday, June 5, 2000, commencing at 7:23 p.m.. The items and recommendations on the following pages are submitted for the information and/or approval of Council. PRESENT: Councillor Fraser Councillor Gray Councillor Pratt Councillor Stephenson Mayor Brooks Meeting adjourned at 9:25 p.m.. 1. ADOPTION OF AGENDA The Agenda was adopted as amended. 2. DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest. 3. PUBLIC DELEGATIONS Committee received the following delegations: (a) Robin Buckland, representing the Rural Heart-Health Coalition, addressed Committee to explain the mandate and activities of the Coalition, and to present the Mayor with a t-shirt and cap bearing their new logo, which was designed by a grade six student. 4. SECOND HAND SMOKE - Correspondence from RMOC Medical Officer of Health Committee Recommendation That staff prepare a by-law to prohibit smoking in public places in Rideau Township, based on the Kanata and Nepean examples, for consideration on June 19th. Documentation 1. Report from the Clerk dated May 31, 2000 attached as Annex 1. Committee Proceedings Dr. Robert Cushman, Medical Officer of Health, and Debbie McCulloch, RMOC Health Department, addressed Committee to urge Council support of the by-laws adopted in Ottawa, Nepean and Kanata requiring smoke-free public places and workplaces starting in 2001. Also addressing Committee in support of measures to implement smoke-free public places were Robin Buckland, Lisa Sullivan and Ted Ross. 5. SUMMER MEETING SCHEDULE Committee Recommendation That Council and Committee of the Whole meetings for the summer months be held on July 10th and August 14th, and at the call of the Mayor, as required. Documentation 1. Report from the Clerk dated May 31, 2000 attached as Annex 2. 6. ASSUMPTION OF RESERVES INTO ROAD SYSTEM Committee Recommendation That the draft road assumption by-law be adopted. DRAFT 5 YEAR FORECAST Committee Recommendation That Committee of the Whole receive the "Draft Five Year Capital Forecast (2001-2005) Submitted Project List" for detailed review and recommendation to Council on June 19th. Documentation 1. Report from the Treasurer dated May 31, 2000 attached as Annex 4. 8. TILE DRAINAGE LOAN APPLICATION - J. DALY Committee Recommendation That Council approve the tile drainage application of John Daly for a loan of $16,900.00, and the rating by-law. Documentation 1. SEVERANCE APPLICATION - ALAN ANDERSON Committee Recommendation That the Township of Rideau recommend to the Rural Alliance Severance Committee that the severance application of Alan Anderson (1157 Maple Avenue) not be approved in its present form, however, Council would be prepared to consider a plan of subdivision or condominium application. BENEFIT CONCERT FOR SKATEBOARD PARK Committee Recommendation That free rental of the Arena Community Hall be approved for the Skateboard Park Benefit Concert. Committee Proceedings Councillor Gray introduced a request for free use of the Arena Community Hall for a Benefit Concert in support of the Skateboard Park. 11. NAMING OF PARKS CANADA PROPERTY - LONG ISLAND Committee Recommendation That Council support the possible naming the Parks Canada property across from the Mill as "Barney McCarney Park". Committee Proceedings Councillor Gray introduced a proposal to name the park across from Watson's Mill in honour of Barney Mcarney, a colourful character in Manotick's history. She will pursue the idea with Parks Canada and other interested groups in Manotick. 12. DRAINAGE - CENTURY ROAD Committee Proceedings Councillor Stephenson asked about the extent of the planned drainage work along Century Road. The Mayor explained that additional options are being considered, including installation of a perforated pipe, or obtaining an easement to drain water to Mud Creek. 13. INFORMATION (a) Committee reviewed the calendar of meetings for the months of June and July. (b) Councillor Gray informed Committee that the Township will once again provide payroll services for employment of the student at Watson's Mill. (c) Councillor Pratt suggested that the Mayor have the water tested at all municipal facilities. (d) Councillor Pratt circulated a letter from the Ottawa Professional Fire Fighters' Association announcing that effective January 1, 2001 professional fire fighters will not be permitted to serve as volunteers. |
