Committee of the Whole met at Rideau Township Hall, on Monday, May 15,
2000, commencing at 7:20 p.m..
The items and recommendations on the following pages are submitted for the
information and/or approval of Council.

1. ADOPTION OF AGENDA
   The Agenda was adopted as amended.
2. DECLARATIONS OF PECUNIARY INTEREST
   There were no declarations of pecuniary interest.
3. PUBLIC DELEGATIONS
   Committee received the following delegations:
   (a) Jim Kemp, representing the Manotick Kiwanis Club, was recognized by the Mayor and 
       Council for the Club's contribution towards the Seniors' Games, and other local causes.
4. ALFRED TAYLOR RECREATION FACILITY FOLDING DOOR PROJECT
   Committee Recommendation
   That Council approve the request of the North Gower Lions Club for additional funding 
   of $8,706.00 to amend: the original structural support layout; to add acoustic carpeting; 
   and to add a second passthrough door, to the folding doors project at the Alfred Taylor 
   Recreation Facilities.
   Documentation

   Committee Proceedings
   Robin Craig, representing the North Gower Lions Club, was present to review the proposal from 
   the Club for additional funding for the folding door project.  Staff were instructed to proceed
   immediately with issuance of purchase orders prior to formal Council approval.
5. RATES AND LEVIES BY-LAW
   Committee Recommendation
   That the draft Rates and Levies By-law to establish various rates, charges and levies for the 
   year 2000 be approved.
   Documentation
   1.  Report from the Treasurer dated May 15, 2000 attached as Annex 2.
   Committee Proceedings
   The Treasurer tabled the draft Rates and Levies By-law.  Committee agreed to forward the By-law 
   directly onto Council for adoption in regular session.
6. LIBRARY AUTOMATION
   Committee Recommendation
   That the report from the Chief Executive Officer, Rideau Township Public Library regarding 
   the Library Automation Project be received for information.

7.  APPLICATION TO CLOSE AND PURCHASE ROAD ALLOWANCE - BECKETT'S LANDING
   Committee Recommendation
   That the applicant (Philip C. Ludlow/Ludlow Boat Works) be informed that Council does not 
   intend to close and sell its interest in the road allowance in Lot 5, Concession B.F.
   (Marlborough).

8. NOISE BY-LAW EXEMPTION - 6614 DORACK DRIVE
   Committee Recommendation
   That the applicant be informed that in the event of a complaint about noise in
   contravention of the Noise By-law, enforcement staff will request that the amplifiers be 
   turned off, and provided that such request is complied with, no charges will be laid.

9.     SAFETY AND SECURITY OF CORRECTIONAL FACILITIES
   Committee Recommendation
   That Council adopt the draft resolution respecting planning for safety and security in 
   correctional facility operations.
   Documentation
   1.  Draft resolution and media releases from the Ministry of Correctional Services attached 
       as Annex 6. 
   Committee Proceedings
   Mayor Brooks introduced a draft resolution respecting planning for safety and security in 
   correctional facility operations.
10.    DUPLICATION OF STREET NAMES, 9-1-1 PERS
   Committee Recommendation
   That Council adopt a resolution stating its opposition to the move to change the names of 
   local streets to accommodate the  9-1-1 PERS system.

   Committee Proceedings
   Mr. Don Brousseau, Project Leader, Ottawa Transition Board, addressed with Committee the 
   issue of duplicate street names in the new City of Ottawa, and specifically the difficulties in
   implementing the new 9-1-1 PERS technology.  The Committee informed Mr. Brousseau that they could 
   not accept the argument that local street names had to be changed to accommodate the limitations 
   of Bell Canada's 9-1-1 PERS system.
11.    INFORMATION
   Committee reviewed the calendar of meetings for the months of May and June.
12.    MAYOR & COUNCILLOR INQUIRIES
   From Councillor Gray to the Clerk: On April 12, 2000 the RMOC Medical Officer of Health sent 
   a letter regarding second hand smoke.  Please prepare a report for Council for the next
   meeting including by-laws passed by Nepean, Ottawa and any other townships and a suggested 
   resolution if applicable.
