The Corporation of the Township of Rideau Council Minutes The Council of The Corporation of the Township of Rideau met at Rideau Township Hall, on Monday, March 20th, 2000, commencing at 7:00 p.m.. PRESENT: Mayor Glenn Brooks presiding Councillor Bonnie Gray Councillor George Pratt Councillor Don Stephenson ADOPTION OF AGENDA The Agenda was adopted as presented. DECLARATIONS OF PECUNIARY INTEREST There were no declarations of pecuniary interest. MINUTES OF PREVIOUS MEETING Resolution 2000-043 Moved by Councillor Gray, seconded by Councillor Pratt that the minutes of the March 6th, 2000 Council meeting be approved. Carried PUBLIC DELEGATIONS There were no public delegations. COMMITTEE REPORTS Resolution 2000-044 Moved by Councillor Pratt, seconded by Councillor Gray that Committee of the Whole Report CW2000-4 be received. ADVANCE FUNDING PROGRAM RE-ALLOCATION That the Clerk be authorized to submit to the Ontario Lottery Corporation a replacement roster for funding under the Advance Funding Program, to each of the following organizations for the amounts shown: ORGANIZATION AMOUNT

REQUEST FOR FREE HALL USE - MASS CPR TRAINING EVENT That Council approve the request from the Rural Health Connections Committee for a grant to cover the cost of rental of the Alfred Taylor Recreation Facilities for a mass CPR training event on May 27, 2000, to be funded from reserves. 3. FIRE FIGHTER SERVICE MEDAL That Council express support for the proposal to issue a service medal to volunteer fire fighters. 4. NORTH GOWER COOPERATIVE NURSERY SCHOOL, PLAY-STRUCTURE PROPOSAL That the play-structure proposal presented by North Gower Cooperative Nursery School Task Force be approved and staff be directed to prepare and issue the request for proposal for this project. 5. SNOWMOBILE TRAILS ON UNMAINTAINED ROAD ALLOWANCES That this report be received for information, and that staff prepare a further report to document the Townships knowledge of and consent to the use of the unmaintained road allowances shown on the snowmobile club trail map as snowmobile trails, and recommending guidelines for the maintenance of snowmobile trails. 6. HANDICAP PARKING - CHURCH STREET That the handicapped parking space on the north side of Church Street be retained. 7. COMMUNICATION TOWER MORATORIUM That effective immediately, Rideau Township declares a moratorium on the development of communication towers, commercial and non-commercial, pending the development of guidelines with respect to appropriate location of future towers, and directs staff to prepare an "Interim Control" by-law pursuant to section 38 of the Planning Act, R.S.O. 1990, Chapter P.13, as amended, for this purpose; Further that staff work with industry "experts" as well as any interested local residents or groups to bring forward a report prior to September 30th, 2000 that considers the elimination of communication towers as a permitted use within our villages, and requires a setback of 500 metres from an existing hamlet, plan of subdivision, or development node, and that no tower be permitted within 200 metres of an existing dwelling. Carried OTHER BUSINESS Resolution 2000-048 Moved by Councillor Stephenson, seconded by Councillor Gray that Council meet in Committee of the Whole. Carried Council recessed at 7:12 p.m. to meet in Committee of the Whole, and resumed regular session at 8:24 p.m..
