The Council of The Corporation of the Township of Rideau met at Rideau Township Hall, 
   on Monday, June 5, 2000, commencing at 7:00 p.m..

1.   ALFRED TAYLOR RECREATION FACILITY FOLDING DOOR PROJECT
     That Council approve the request of the North Gower Lions Club for additional funding 
   of $8,706.00 to amend: the original structural support layout; to add acoustic carpeting; 
   and to add a second passthrough door, to the folding doors project at the Alfred Taylor 
   Recreation Facilities.
2.   LIBRARY AUTOMATION
     That the report from the Chief Executive Officer, Rideau Township Public Library regarding 
   the Library Automation Project be received for information.
3.   APPLICATION TO CLOSE AND PURCHASE ROAD ALLOWANCE - BECKETT'S LANDING
     That the applicant (Philip C. Ludlow/Ludlow Boat Works) be informed that Council does not 
   intend to close and sell its interest in the road allowance in Lot 5, Concession B.F.
   (Marlborough).
4.   NOISE BY-LAW EXEMPTION - 6614 DORACK DRIVE
     That the applicant be informed that in the event of a complaint about noise in contravention 
   of the Noise By-law, enforcement staff will request that the amplifiers be turned off, and
   provided that such request is complied with, no charges will be laid.
5.   SAFETY AND SECURITY OF CORRECTIONAL FACILITIES
     That Council adopt the draft resolution respecting planning for safety and security in 
   correctional facility operations.
6.   DUPLICATION OF STREET NAMES, 9-1-1 PERS
     That Council adopt a resolution stating its opposition to the move to change the names of 
   local streets to accommodate the  9-1-1 PERS system.

Resolution 2000-094
Moved by Councillor Gray, seconded by Councillor Pratt WHEREAS the Township of Rideau has a 
clear interest in the overall transformation plans of the Ministry of Correctional Services;
AND WHEREAS Council has, as its most fundamental concern, the safety and security of 
the residents of the community, as well as the safety and security of those who work and 
are to be incarcerated in the facility;
AND WHEREAS the Minister of Correctional Services has indicated that safety and security 
will be foremost in the operating and performance standards to be applied to all correctional 
institutions in Ontario;
THEREFORE BE IT RESOLVED that the Council of the Township of Rideau reasserts its strongly 
held view that safety and security in correctional operations must be the paramount consideration in
planning for the construction and operation of all such facilities in Ontario; and further that 
the following be requested of the Minister of Correctional Services:
To provide firm written undertakings to any community where correctional facilities exist, 
may be expanded or constructed, that the safety and security of residents of the surrounding
community, along with staff and inmates, remain the top priority in the planning, construction 
and operation of the facility, regardless of who ultimately operates the facility;
To provide, as part of such undertakings, the specific plans of the Minister for continued 
on-site monitoring of the day to day operations, as well as the specific means by which the 
Minister intends to continue to accept accountability for the statutory functions that are now, 
and should remain, the responsibility of government, including such matters as sentence calculation 
and offender release decision; and
That the Minister be requested to work with the Township of Rideau to determine the most 
effective means of ensuring that the concerns of the residents of the municipality are 
addressed, as the government proceeds with the corrections transformation process.

Resolution 2000-095
Moved by Councillor Fraser, seconded by Councillor Stephenson  WHEREAS street names are an 
important part of the identity of local communities, often reflecting and honouring their 
history and a rich and treasured heritage;
AND WHEREAS the existing Enhanced 9-1-1 Emergency Phone System recognizes existing street 
names and is able to distinguish among duplicate names scattered throughout existing area
municipalities and across the Region of Ottawa-Carleton;
AND WHEREAS the Ottawa Transition Board, the 9-1-1 Management Board and Bell Canada are
requesting that local communities abandon 100 year old street names and put residents, 
businesses and municipalities to the expense of processing unnecessary changes of addresses;
AND WHEREAS there are no duplicate civic addresses within the Township of Rideau;
AND WHEREAS an emergency phone system should and can be designed to meet the needs of 
the community, rather than forcing the community to be redesigned to meet the needs of the phone
system;
AND WHEREAS the Ottawa Transition Board has adopted as a guiding principle that the New
City of Ottawa will put Citizens First, providing service delivery that responds to the needs 
of the new City and its individual communities;
AND WHEREAS the Ottawa Transition Board, on May 29th decided to seek authority from the 
Province to make decisions respecting the naming and numbering of streets that are currently the
jurisdiction of area municipalities;
THEREFORE BE IT RESOLVED that the Council of the Township of Rideau calls upon the Ottawa 
Transition Board, the 9-1-1 Management Board and Bell Canada  to ensure that the new 9-1-1
Public Emergency Reporting Service (PERS) is designed to preserve existing street names and 
not to force unnecessary changes and disruption of communities;
AND BE IT FURTHER RESOLVED that the Township of Rideau declares its opposition to the 
decision of the Ottawa Transition Board to seek legislative authority to implement street name 
changes and strongly urges the Minister of Municipal Affairs to deny this attempt to strip 
local councils of their authority.

session immediately following Committee of the Whole to discuss matters relating to: personal 
matters about an identifiable individual, including municipal employees and the receiving of 
advice that is subject to solicitor-client privilege, including communications necessary for 
that purpose.
