1. ADOPTION OF AGENDA
The Agenda was adopted as amended.
2. DECLARATIONS OF PECUNIARY INTEREST
There were no declarations of pecuniary interest.
3. PUBLIC DELEGATIONS
There were no public delegations.
4. REZONING (1230381 & 1230382 ONTARIO INC.) PROJECT
#2000-06-03
Committee Recommendation
That Council approve the application to rezone the
subject property from A2, General Rural to RE, Estate Residential.

Committee Proceedings
The Chair of Planning, Councillor Gray, explained that
this was a public meeting as provided for under the Planning Act, to consider public
comment on a rezoning proposal. There were no presentations to Committee either in support
or in opposition to the proposed rezoning.
5. TREE REPLACEMENT AND MANAGEMENT PLAN
Committee Recommendation
That Council approve the joint venture with Rideau
Valley Conservation Authority, and that R.V.C.A. provide technical and support services
for the ATree Replacement and Management Plan@.

Committee Proceedings
Committee authorized staff to proceed immediately to
implement the partnership prior to formal Council adoption of the recommendation on May 1st.
6. 2000 ROAD IMPROVEMENTS
Committee Recommendation
That staff proceed with the upgrade of the roads
identified in the approved 2000 Capital Budget using the following methods:

Third Line Rd. (Roger Stevens Dr. to Prince of Wales Dr.) 100% recycled asphalt

Committee Proceedings
Committee requested that they be advised if, for any
reason, it is determined that there are insufficient funds to complete the above list of
projects.
7. EDWARD KIDD CRESCENT - SIGN
Committee Recommendation
That a sign be erected at the entrance to Edward Kidd
Crescent to indicate that it is not a through street.
Committee Proceedings
Councillor Stephenson reported that he has had
complaints about excessive traffic from residents of Edward Kidd Crescent. He suggested
that much of the problem may be from people who are unaware that it is not a through
street.
8. ACCESS TO MARLBOROUGH FOREST
Committee Proceedings
Councillor Stephenson reported that there is some
confusion as to who is entitled to keys for the gates into the Marlborough Forest. The
Mayor agreed to raise this issue with management.
9. NORTH GOWER NURSERY SCHOOL PLAY-STRUCTURE TASK FORCE
Committee Recommendation
That Council approve an additional sum, not to exceed
$400.00, for purchase of a second roof for the North Gower Nursery School Play-structure,
to be funded from Cash-in-Lieu of Parkland Reserve.
Committee Proceedings
Councillor Fraser introduced a request from the North
Gower Nursery School Play-structure Task Force for additional funds to add a second roof
to the play-structure.
10. MANOTICK SECONDARY PLAN
Committee Proceedings
Planning and Development Director, Brian Humphrys
reported that the consultant is expected to deliver the revised secondary plan document
tomorrow. The intent is to distribute the document to the Advisory Committee for
discussion at a meeting within the next two weeks.
11. INFORMATION
Committee reviewed the calendar of meetings for the
months of April and May, 2000.
