Committee of the Whole met at Rideau Township Hall, on Tuesday March 7th, 2000, commencing at 7:00 p.m.

The items and recommendations on the following pages are submitted for the information and/or approval of Council.

1. ADOPTION OF AGENDA

The Agenda was adopted as amended.

 

2. DECLARATIONS OF PECUNIARY INTEREST

There were no declarations of pecuniary interest.

 

3. PUBLIC DELEGATIONS

There were no public delegations.

 

4. JORDEL ACRES PLAN OF SUBDIVISION

Documentation

Report from the Planning and Development Director dated February 29, 2000 attached as Annex 1.

An informal Open House was held from 7:00 - 7:30 p.m. to allow members of the public to review the plans for the Jordel Acres Development with: Brian Humphrys, Planning & Development Director; Myles Mahon, ROC Planner; Dick Lalonde, Pritec Development; Lee Sheats, Consultant to Pritec; Gary Jordon, Owner and Nicole Jordon, Owner.

 

7:30 p.m.

Mayor Brooks called the meeting to order and introduced Chair Bonnie Gray. Chair Gray advised the public that this was a public meeting and an opportunity to express views, concerns and ask questions. The Chair gave a general overview of the history process and nature of the application.

Dick Lalonde gave a detailed presentation of the proposal and fielded questions and noted the following reports have been completed:

(i) Hydrogeology and Terrain Analysis

(ii) Stage 1 Archeology Report

(iii) Environmental Assessment Phases 1 and 2 (PL 1. inventory of site conditions, PL 2. removal of old oil tank)

(iv) Tree Conservation Plan

(v) Stormwater Plan

(vi) General Business Plan

It was noted that all reports confirmed the viability of the project. Mr. Lalonde noted further studies to regulate and define the project in greater detail would follow.

 

The floor was opened for questions:

Q. Alex Damas raised a concern re the Tree Conservation Plan.

Dick Lalonde - The Tree Conservation Plan calls for protection to the degree possible for trees in the residential area and to protect the trees in the industrial area. The plan noted three significant tree stands. The maple bush, the cedar grove and the linear line along the south boundary. It is noted that the maple bush is very mature and is in need of new plantations, the cedar grove was badly damaged in the ice storm and should be cleaned up to sustain new growth. The fence line trees should be retained.

Jim Peaston - Explain proposal in the service commercial area?

This area will be retained as a tourist/service node re: retention of house/barns etc.

Tom Feanell requested a list of permitted uses.

Same will be provided by mail.

Q. Alex Damas - What is involved with an EA?

A. EA Phase I is a site inventory. EA Phase 2 is actual removal of oil/gas tank and contaminated earth.

Q. Nicole Jordan expressed a concern re paving of Third Line Road.

J. Sullivan expressed a concern about traffic and speed on Roger Stevens Drive.

Chair Gray noted that speeding issues were outside the purview of this application and she may wish to bring this matter forward to Council independently.

The Chair closed the meeting.

Councillor Stephenson raised a question respecting the improvements to Third Line Road, staff noted this would be addressed in the staff report. Staff noted that having heard the comments from the public that a staff report would now be prepared and presented to Committee on either March 20th or April 3rd (now confirmed for April 3rd, 2000). This report will include recommended conditions of approval.
