Committee of the Whole met at Rideau Township Hall, on Monday March 6th, 2000, commencing at 7:10 p.m..

 The items and recommendations on the following pages are submitted for the information and/or approval of Council.

1. ADOPTION OF AGENDA

The Agenda was adopted as amended.

 

2. DECLARATIONS OF PECUNIARY INTEREST

There were no declarations of pecuniary interest.

3. PUBLIC DELEGATIONS

There were no public delegations.

4. ADVANCE FUNDING PROGRAM RE-ALLOCATION

That the Clerk be authorized to submit to the Ontario Lottery Corporation a replacement roster for funding under the Advance Funding Program, to each of the following organizations for the amounts shown:

5. REQUEST FOR FREE HALL USE - MASS CPR TRAINING EVENT

Committee Recommendation

That Council approve the request from the Rural Health Connections Committee for a grant to cover the cost of rental of the Alfred Taylor Recreation Facilities for a mass CPR training event on May 27, 2000, to be funded from reserves.

6. SEABROOK SEVERANCE - CASH IN LIEU OF PARKLAND

Documentation

Report submitted by Councillor Pratt attached as Annex 3.

Committee Proceedings

Councillor Pratt introduced the issue of a severance application for which one of the conditions of approval was for payment of cash in lieu of parkland in the amount of $750.00. The severance separated an existing farmhouse from the farmland. The Committee did not support waiving the requirement for cash in lieu of parkland.

7. FIRE FIGHTER SERVICE MEDAL

Committee Recommendation

That Council express support for the proposal to issue a service medal to volunteer fire fighters.

Councillor Pratt tabled a report requesting Council support for the idea of issuing a service medal to volunteer fire fighters.

 

8. NORTH GOWER COOPERATIVE NURSERY SCHOOL, PLAY-STRUCTURE PROPOSAL

Committee Recommendation

That the play-structure proposal presented by North Gower Cooperative Nursery School Task Force be approved and staff be directed to prepare and issue the request for proposal for this project.

Committee Proceedings

Rosemary MacPherson, representing the North Gower Nursery School Play-structure Task Force, presented their final report for the replacement of the existing play-structure. Also in attendance for the presentation from the task force were Judi Sonnenburg, Tracy Praill and Bruce MacPherson.

Committee authorized staff to proceed immediately with issue of the purchase order.

 

9. SNOWMOBILE TRAILS ON UNMAINTAINED ROAD ALLOWANCES

Committee Recommendation

That this report be received for information, and that staff prepare a further report to document the Township’s knowledge of and consent to the use of the unmaintained road allowances shown on the snowmobile club trail map as snowmobile trails, and recommending guidelines for the maintenance of snowmobile trails.

Committee Proceedings

Mr. Vlado Pollock addressed Committee to express concerns about the activities of snowmobilers, and the damage to the environment resulting from the extensive snowmobile trails in the area.

10. HANDICAP PARKING - CHURCH STREET

Committee Recommendation

That the handicapped parking space on the north side of Church Streetbe retained.

11. COMMUNICATION TOWER MORATORIUM

Committee Recommendation

That effective immediately, Rideau Township declares a moratorium on the development of communication towers, commercial and non-commercial, pending the development of guidelines with respect to appropriate location of future towers, and directs staff to prepare an "Interim Control" by-law pursuant to section 38 of the Planning Act, R.S.O. 1990, Chapter P.13, as amended, for this purpose;

Further that staff work with industry "experts" as well as any interested local residents or groups to bring forward a report prior to September 30th, 2000 that considers the elimination of communication towers as a permitted use within our villages, and requires a setback of 500 metres from an existing hamlet, plan of subdivision, or development node, and that no tower be permitted within 200 metres of an existing dwelling.

Committee Proceedings

Councillor Stephenson introduced a proposed motion to implement a moratorium on the development of new communication towers pending preparation of a report recommending new guidelines with respect to the location of communication towers.
